(3) The principal administrative officer may do all things necessary for the convening of that meeting.

  1. Committees—(1) Subject to section 104 of the Local Government Act 1974, section 6 of the Town and County Planning Act 1977 and subclause (2) of this clause, the Council may appoint such committees as it thinks fit.

(2) The Council shall appoint and maintain a Civil Defence Committee which committee shall include a nominee of the Director of Civil Defence and a nominee of the Commissioner of Works.

  1. Finance—(1) For the purposes of, and subject to, section 123 of the Local Government Act 1974 the net expenditure of the Council for each financial year shall be apportioned among the constituent authorities of the Region in the proportion that the adjusted net capital value of each constituent authority bears to the total adjusted net capital value of the Region; provided that the net expenditure to be met by each constituent authority shall be not less than five percent of the net expenditure of the Council for each financial year for every member which that authority is to appoint under clause 4 of this order.

(2) For the purposes of section 123 of the Local Government Act 1974 the functions of regional planning and civil defence shall be deemed to be functions for the benefit of the whole Region.

The Aorangi Region Constitution Order 1983

ORDER IN COUNCIL

At the Government Buildings at Wellington this 25th day of January 1983

PRESENT:

THE RIGHT HON. R. D. MULDOON PRESIDING IN COUNCIL

PURSUANT to the Local Government Act 1974, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order:

ORDER

  1. Title and commencement—(1) This order may be cited as the Aorangi Region Constitution Order 1983.

(2) This order shall come into force on the 1st day of April 1983, except insofar as it is necessary for the constituent authorities to proceed prior to that date with the appointment of the first members of the Council in terms of clause 6 of this order, and for matters incidental thereto.

  1. Aorangi Region—(1) There is hereby constituted a region to be called the Aorangi Region (hereinafter referred to as “the Region”).

(2) The constituent districts of the Region shall be the districts of:

(a) The County of Ashburton;

(b) The Borough of Ashburton;

(c) The County of Strathallan;

(d) The Borough of Geraldine;

(e) The Borough of Temuka;

(f) The City of Timaru;

(g) The County of MacKenzie;

(h) The County of Waimate;

(i) The Borough of Waimate.

  1. Aorangi United Council—The Council for the Region shall be a united council described as “The Aorangi United Council” (hereinafter referred to as “the Council”).

  2. Membership of Council—The Council shall consist of 16 members of whom:

(a) Three shall be appointed by the Ashburton County Council;

(b) Two shall be appointed by the Ashburton Borough Council;

(c) Two shall be appointed by the Strathallan County Council;

(d) One shall be appointed by the Geraldine Borough Council;

(e) One shall be appointed by the Temuka Borough Council;

(f) Three shall be appointed by the Timaru City Council;

(g) Two shall be appointed by the MacKenzie County Council;

(h) One shall be appointed by the Waimate County Council;

(i) One shall be appointed by the Waimate Borough Council.

  1. Administering authority—The administering authority of the Council shall be the Timaru City Council.

  2. First appointment of members—(1) Each constituent authority shall, not later than the 1st day of May 1983, appoint the first member or the first members of the Council which that authority is to appoint under clause 4 of this order.

(2) The members of the Council appointed pursuant to subclause (1) of this clause shall come into office on the day of the first meeting of the Council.

(3) Each constituent authority shall, not later than the 1st day of May 1983, give the names of the person or persons appointed by it pursuant to subclause (1) of this clause to the principal administrative officer of the administering authority.

(4) The principal administrative officer of the administering authority shall not be prevented, by any failure to comply with subclause (3) of this clause, from convening the first meeting of the Council in accordance with clause 7 of this order.

  1. First meeting of Council—(1) The first meeting of the Council shall be held not later than the 1st day of June 1983.

(2) The principal administrative officer of the administering authority shall convene the first meeting of the Council and shall preside at that meeting until the election of the Chairman.

(3) The principal administrative officer may do all things necessary for the convening of that meeting.

  1. Out-district—For the purposes of undertaking the function of regional planning as conferred by section 5 of the Town and Country Planning Act 1977, that part of the district of the County of Waitaki in the Waitaki Catchment Area that extends beyond the Region shall, in terms of section 269 of the Local Government Act 1974, be an out-district under the jurisdiction of the Council.

  2. Committees—(1) Subject to section 104 of the Local Government Act 1974, and subclauses (2) and (3) of this clause, the Council may appoint such committees as it thinks fit.

(2) The Regional Planning Committee which the Council is required to establish under section 6 of the Town and County Planning Act 1977 shall, in addition to the membership prescribed in subsection (2) of section 6 of that Act, have a representative appointed by the Waitaki Catchment Commission and Regional Water Board.

(3) The Council shall appoint and maintain a Civil Defence Committee which shall include a nominee of the Director of Civil Defence and a nominee of the Commissioner of Works.

  1. Finance—(1) For the purposes of, and subject to, section 123 of the Local Government Act 1974, the net expenditure of the Council for each financial year shall be apportioned among the constituent authorities of the Region on the following basis:

Ashburton County Council shall pay three sixteenths;

Ashburton Borough Council shall pay one eighth;

Strathallan County Council shall pay one eighth;

Geraldine Borough Council shall pay one sixteenth;

Timaru City Council shall pay three sixteenths;

MacKenzie County Council shall pay one eighth;

Waimate County Council shall pay one sixteenth;

Waimate Borough Council shall pay one sixteenth.

(2) For the purposes of section 123 of the Local Government Act 1974 the functions of regional planning and civil defence shall be deemed to be functions for the benefit of the whole Region.

PURSUANT to section 35 of the Defence Act 1971, His Excellency the Governor-General has approved the following appointments, promotions, extensions, transfers, resignations, and retirements of officers of the New Zealand Army.

ROYAL REGIMENT OF N.Z. ARTILLERY

Major B. K. Hendi is transferred to the Supernumerary List with effect from 3 January 1983, and his engagement is extended until 2 January 1988.

Captain T. O’Reilly, B.E., to be temp. Major with effect from 27 December 1982.

The following 2nd Lieutenants to be Lieutenant with seniority and effect from 20 December 1982:
