Service Association should be entitled to remain as party to the proceedings and consider that the Broadcasting Corporation is entitled to be faced by its accusers.

In the first instance the Tribunal will make an order in appropriate terms under section 4c (3) of the Commission of Inquiries Act for the production of the contract to the Tribunal. It will then decide, after considering any submissions by the corporation, what parts or if all the contract should be made available to named persons and whether any order for confidentiality should be made at the same time. The question of whether any order will be made under the same section as requested in relation to any directions and audited statements will be considered when the contract has been produced to the Tribunal. The television warrants and the authorisation are part of the record of the Tribunal and no order has to be made for them to be produced.

The Tribunal considers that the company, Northern Television Limited, should be notified as a person likely to be affected as should the credited producers of the programme for Northern Television. In that respect we request the Corporation or Northern Television Limited to produce information as to the names and addresses of the producer or producers.

B. H. SLANE, Chairman.
