Consent to Raising of Loans by Certain Local Authorities
PURSUANT to the Local Authorities Loans Act 1956, the under-
signed Deputy Secretary to the Treasury, acting under powers
delegated to the Secretary to the Treasury by the Minister of
Finance, hereby consents to the borrowing by the local
authorities, mentioned in the Schedule hereto, of the whole
or any part of the respective amounts specified in that Schedule.

Specification Available for Comment
PURSUANT to subsection (3) of section 23 of the Standards Act
1965, notice is hereby given that the following draft New
Zealand standard specification is being circulated.
Number and Title of Specification
DZ 7421 Installation of solid fuel burning and oil burning
space-heaters. $6.
This draft standard relates to the installation of factory-
built space heating units burning solid fuel or oil and of the
following classes:
(a) Room heaters (including free standing open fires with
hood and flue pipe).
(b) Ducted heaters.
(c) Hot water boilers of non-pressure (vented to atmos-
sphere) type for supplying water radiators.
The draft revises and updates NZS 7421:1972.
All persons who may be affected by this publication and
who desire to comment thereon, may obtain copies at the
price shown, from the Standards Association of New Zealand,
Wellington Trade Centre, 15–23 Sturdee Street (or Private
Bag), Wellington.
NOTE—Payment must accompany all requests for drafts.
The closing date for the receipt of comment is 15 November

The Standards Act 1965—Draft New Zealand Amendment
Available for Comment
PURSUANT to subsection (3) of section 23 of the Standards Act
1965, notice is hereby given that the following draft
amendment is being circulated.
Number and Title of Specification
DZ 1900.10/A2 Draft amendment No. 2 to NZS 1900: Model
building bylaw, Chapter 10: Non-structural external wall-
ings.
This draft amendment will incorporate the specification for
performance of windows (NZS 4211) into the model building
bylaw as a means of compliance, and add to the minimum
performance criteria set out in clause 8.8 of NZS 3604 so that
there are now bylaw requirements.
All persons who may be affected by this publication and
who desire to comment thereon may obtain copies at the price
shown from the Standards Association of New Zealand,
