AUDITORS REPORT
To the Trustees of the Waikato Savings Bank.
We have obtained all the information and explanations that we have required. In our opinion proper accounting records have been kept by the Bank so far as appears from our examination of these records.
In our opinion the accompanying Funds Statement, Profit Statement and Balance Sheet give, using the historical cost method, a true and fair view of the changes in the financial position and the results of the business of the bank for the year ended 31 March 1981, and the financial position as at that date.

GENERAL PUBLICATIONS
CROWN COLONY GOVERNMENT IN NEW ZEALAND
By A. H. McLintock
475 p., illustrated. 1958. $4.50
This book, which deals with a little known and understood period of New Zealand history, comprises three distinct sections, first, the Coming of Sovereignty; secondly, Men and Government; and thirdly, the Evolution of a Constitution. While this book will be of special interest to New Zealanders it will command a wider audience since it contains much that is new with respect to British colonial policy in the first half of the nineteenth century.
A DICTIONARY OF THE MAORI LANGUAGE
By H. W. Williams
507 p. 1975 $7.50 plus 70c p & p
The seventh revised edition, augmented by the advisory committee on the teaching of Maori language.
DIRECTIONS FOR EDUCATIONAL DEVELOPMENT
A REPORT PREPARED BY THE ADVISORY COUNCIL ON EDUCATIONAL PLANNING
141 p. 1975. $2.50
This report marks the culmination of the activities of the Educational Development Conference. The Advisory Council has recommended the directions it considers New Zealand education should go in the next 5 or 10 years.
Five principal areas are identified as requiring attention. Education is seen as a lifelong activity, and emphasis is therefore placed on the “foundations”—early childhood education, the school curriculum and special provisions for special needs, and parent education.
Special attention is given also to the relationship between the school and the community, the need for close mutual support and co-operation, including understanding and respect for minority cultures.
A key to the quality of education is the people involved in it. Teacher education, the availability of advisory and ancillary staff, as well as resources for materials and research, have a chapter devoted to them.
Since education is seen as a lifelong activity, this is considered at some length. Facets such as accessibility, transfer of credits, and the role of existing institutions are discussed, together with ways in which continuing education could be provided for the whole community.
In discussing the administration and organisation of education the principle followed is the maximum devolution of authority and responsibility to the agencies and the community, as for instance, school committee and district level.
EFFECTIVE DISCUSSION
52 p. $1.15 plus 35c p & p
Although originally written for staff training purposes in the Public Service, this booklet became popular with outside organisations as a guide to the conduct of meetings. It describes planning and organising both large and small group discussions and contains many useful hints which will help the discussion leader to get the best out of his group, whether he is an old hand or a novice at leading discussions. Also included are lists of books for further reading and recommended films. (State Services Commission.)
EGMONT NATIONAL PARK
National Park Handbook
85 p. Illustrated with maps. 1976, 3rd edition. $2 plus 45c p & p
This handbook seeks to heighten the enjoyment of visitors to the park by providing a greater knowledge and appreciation of the wealth of natural resources, scenic grandeur, and distinctive vegetation, found in this park.
New chapters include mountaineering, ski-ing, high climbing, ornithology, climatology and Maori history.
FETTERED FREEDOM—A SYMBIOTIC SOCIETY OF ANARCHY
By B. L. Dallard
DEPARTMENT OF JUSTICE
162 p. 1980. $8.95 plus 70c p & p
In this book on penal sanctions Mr Dallard sets out the conclusions of a life time experience and a vast fund of knowledge. His historical survey of prisons and imprisonment of earlier times reveals the penal philosophy and the administrative practices which we now find appalling and intolerable. Mr Dallard’s comments on the controversial topics of homosexual behaviour and of capital and corporal punishment, both now abolished, are revealing and provocative.
FISHING METHODS AND DEVICES OF THE MAORI
By Elsdon Best
National Museum Bulletin No. 12
264 p. $15.95 plus $1.25 p & p
Another in the series of the Best publications, it has been reprinted without revision so that the basic studies may be accessible in the original style.
This particular bulletin still remains the only comprehensive account of most aspects of Maori fishing. The descriptions of methods employed in fishing given here are still quite basic for any future studies in this field since no first-hand observations can now be made. The detailed fishing methods outlined are accompanied by descriptions of the artifacts used, together with associated chants, magic formulae, special observances, and fishing lore.
