ANNEX A OF THE MINISTER’S LETTER OF 6 MAY 1981
Scope of Inquiry
For the purposes of this inquiry the motor vehicle industry is to be taken to be the industry engaged in:
(i) The manufacture, assembly, importation or distribution of products classified in the following tariff items:
(a) 87.01.001 } Road tractors, being prime movers, etc.
87.01.005 }
(b) 87.02.021 } Vehicles for the transport of persons,
87.02.029 } goods or materials, etc. (This does not
include air cushion vehicles 87.02.001,
or omnibuses 87.02.011.)
(c) Ex 87.04.011 } Chassis fitted with engines, for the
Ex 87.04.019 } vehicles described in (a) and (b)
above.
(ii) The manufacture, importation or distribution of identifiable parts and accessories for the goods described in (i) (a), and (b) above, regardless of their classification in the Customs Tariff.
(iii) In this investigation the Commission should take into account the interests of those industries which contribute to the production of identifiable parts as described in (ii) above, and to the development of employment opportunities within the industry.
“Identifiable parts and accessories” are expected to include the following multi-purpose products for use in motor vehicles mainly falling within the Tariff headings:
73.35 Springs and leaves for springs.
84.06 Vehicle engines and parts thereof.
84.10 Pumps.
84.63 Transmission shafts, cranks, etc.
84.65 Machinery parts, etc.
85.08 Electrical starting and ignition equipment, etc.
85.09 Electrical lighting and signalling equipment, etc.
85.20 Electric lamps, etc.
85.24 Carbon brushes, etc.
85.28 Electrical parts of machinery, etc.
87.06 Parts and accessories of motor vehicles, etc.
The Standards Act 1965—Draft New Zealand Standard Specification Available for Comment
PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated.
Number and Title of Specification
DZ 5425:— Code of practice for CNG compressor and refuelling stations—
Part 3: Metering (chapter 1) (gratis).
This draft preliminary section of Part 3 of NZS 5425 applies to metering methods for measurement or calculation of the volumes of compressed natural gas required to fill a motor vehicle cylinder to the approved maximum working pressure as stated in 6.1 of NZS 5422: Part 2.
Two forms of metering are considered:
(1) Chart reading method using metering tables;
(2) On line metering devices fitted to the fill line measuring the quantity of CNG which has passed through the refuelling line during a specific filling operation.

The Standards Act 1965—Draft New Zealand Standard Specification Available for Comment
PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated.
Number and Title of Specification
DZ 5820 Safety of toys. $10.
This 133-page draft standard sets out proposed detailed safety requirements for the manufacture, design, labelling, and marketing of toys in New Zealand. The draft is in 4 Parts: Part 1 specifies general requirements common to all toys; Parts 2, 3, and 4 set out constructional, toxicological, and flammability requirements.
The draft is based on Australian Standard 1647, with changes made to the labelling and packaging requirements in Part 1 and to the toxicological requirements in Part 3.
All persons who may be affected by this publication and who desire to comment thereon, may obtain copies at the price shown, from the Standards Association of New Zealand, Wellington Trade Centre, 15–23 Sturdee Street (or Private Bag), Wellington.

The Standards Act 1965—Draft New Zealand Standard Specification Available for Comment
PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated.
Number and Title of Specification
DZ 4541 Automatic fire sprinkler installations. $10.
This draft provides rules for the design, installation, and post-installation care of automatic sprinkler systems. It is based on the 29th Edition of the U.K. Fire Officers’ Committee Rules for Automatic Sprinkler Installations and takes into account the relevant amendments published.
These Rules were adopted as a provisional New Zealand Standard, NZS 4541P, in 1972, but have been out of print since the withdrawal in Britain of the base document.
All persons who may be affected by this publication and who desire to comment thereon may obtain copies at the price shown, from the Standards Association of New Zealand, Wellington Trade Centre, 15–23 Sturdee Street (or Private Bag), Wellington.
