that Lot 2 and the last-mentioned boundary produced to the
middle of the Wautaiti Stream; thence south-easterly generally
down the middle of the Wautaiti Stream to its junction with
the middle of the Rangitopuni Stream; thence due south along a right line to its intersection with the line of mean high water
of the left bank of the Rangitopuni Stream and south-easterly
generally along the line of mean high water of the Rangitopuni
Stream and the Waitemata Harbour and easterly generally
along the line of mean high water of the Waitemata Harbour
and northerly generally along the line of mean high water of
the Rangitoto Channel and the Hauraki Gulf, crossing the
mouths of rivers and inlets, to the point of commencement and
including all those areas occupied by the Auckland Harbour
Bridge and the Upper Harbour Bridge and their approaches,
and including the defence establishment below the mean high
water mark at Devonport.

Industries Development Commission Notice No. 1981/9—Study
of the New Zealand Electronics Industry

(1) In a letter of 21 May 1981 to the Commission, the Minister
of Trade and Industry requested the Commission:

"To appraise the report of the interdepartmental study team
and report on the present situation of the New Zealand
electronics industry; the potential for its development;
and its potential to contribute to New Zealand's economic
growth, taking into account the interests of the manufac-
turers, employees, commercial and other users, and the
distributive trade.

To recommend a development plan covering future develop-
ment of the industry and action by the industry itself,
other associated sectors and the Government.

To report on the above inquiry by 31 December 1981.

For the purpose of this inquiry and report, the electronics
industry is to be considered to comprise both the con-
sumer and non-consumer electronics industries. However,
in undertaking its inquiry and report the Commission
may take evidence on and otherwise have regard to any
other matter or product it considers relevant to the inquiry
under reference, or exclude from its consideration any
matter or product it considers not relevant.

During the course of this inquiry and within the general
terms of this reference, the Commission may, at its dis-
cretion and on its own initiative, further this inquiry or
any part thereof by such means as it thinks fit, and give
such notification of its intention as it considers necessary."

(2) The Commission invites parties who have an interest
in any of the areas covered by the above reference to register
that interest in writing with the Commission not later than
12 July 1981. Parties who intend to be represented by their
trade association need not register individually, but being
parties to a trade association submission does not preclude
parties registering and making their own submissions.

(3) Registration should include the following:
(a) Name and address of party registering interest.
(b) The goods to which the interest relates.
(c) Status of interest under one or more of the following
classes.
— New Zealand manufacturer of goods under reference;
— New Zealand manufacturer using goods under reference;
— Overseas manufacturer;
— Importer;
— Distributor;
— Suppliers of materials and/or components;
— Trade organisation;
— Trade union;
— Servicing Trade;
— Consumer interests;
— Other (specify).

(4) To assist the Commission appraise the report on the
Electronics Industry prepared by the inter-departmental study
team and to enable it to compile a draft report, the Commis-
sion requests written comments from interested parties on the
Electronics Industry Study and specifically any views they
may have on the matters listed in Schedule I.

(5) Copies of the report of the inter-departmental study
team which was released by the Minister of Trade and Indus-
try on 19 May, can be obtained from the Commission or from
the Department of Trade and Industry.

(6) Seven copies of comments on the report should be pro-
vided in typewritten form. Those which contain confidential
information should be submitted separately from those which
can be referred to publicly by the Commission. Comments
should reach the Commission's office not later than 7 August
1981.

(7) The Commission does not have copies of material pro-
vided to either the D.S.I.R. for its recent study on the elec-
tronics industry or the Department of Trade and Industry
for the Electronics Industry Study because of confidentiality
provisions. If interested parties wish to make this material
available to the Commission they should forward a copy
direct to the Commission.

(8) After receiving comments on the study team's report,
the Commission will compile a draft report, with draft recom-
mendations. This will be distributed to parties which have
registered their interest in accordance with (2) above.

(9) Submissions will then be invited on the Commission's
draft report. These should be provided in typewritten form
with 14 copies of the public submissions and 12 copies of
confidential submissions. They will need to reach the Com-
mission's office not later than 9 October 1981.

(10) For the purpose of taking evidence on the submissions
on the Commission's draft report, the Commission will hold
a public hearing in the Hearing Room, Eighth Floor, Cumber-
land House, Upper Willis Street, Wellington, commencing at
10.30 a.m. on Tuesday, 20 October 1981. Should the hearing
extend beyond the first day, the commencement time on sub-
sequent days will be 10 a.m.

(11) In summary the Commission's timetable is—
Deadline for registration of interest: 12 July 1981.
Deadline for written comments on the report of the inter-
departmental study team: 7 August 1981.
Commission to distribute draft report: 11 September 1981.
Deadline for submissions on the Commission's draft report:
9 October 1981.
Public hearing: 20 October 1981.
Final report due: 31 December 1981.

(12) Coverage of the study—Schedule II provides a list of
the main Tariff headings for the purposes of this study. In all
cases, products which are clearly not electronic, but which fall
within these Tariff headings, will be excluded from considera-
tion by the Commission and from the Commission's recom-
mendations.

(13) In addition to the products classified under the head-
ings in Schedule II, the Commission would particularly
welcome comments (as per paragraph 4 above) and sub-
missions from suppliers of components and materials (whether
electronic, electrical or other), for electronic products. This
will include products such as transformers, coils, printed
circuit boards and cabinets.

(14) The Commission would also welcome any comments
on the coverage of the study as defined by the list of Tariff
headings in Schedule II. These should be provided at the same
time as the comments requested in paragraph 4 above.

SCHEDULE I

THE Commission would welcome comments on the following:

(1) Competitiveness—Comments on or elaboration of any
disadvantages suffered by the New Zealand industry not
adequately identified in the study team's report.

(2) Protection—
(a) Views on the suggestions on import licensing protection
in Part IV of the Electronics Industry Study report.
(b) Identify Tariff items of particular interest and give
justification for the retention of present rates of duty
or any change sought.

(3) Distribution—Details of distribution arrangements for
products used or produced by the parties whether imported
or of domestic manufacture and whether distribution arrange-
ments are satisfactory.

(4) Assistance and incentives—Views on the measures sug-
gested in Part IV, Section II, of the Study.

(5) Impediments to development—Are there any impediments
to the development of the electronics industry not covered in
the study and any suggestions for overcoming them.

(6) Any other matters which the party wishes to draw to
the Commission's attention.
