Decision
A sample copy of Fanny Hill was imported commercially and seized at Auckland in September 1980. As the importer has disputed forfeiture the Customs Department has referred the publication to the Tribunal for classification, prior to the commencement of condemnation proceedings pursuant to the Customs Act 1966.
Fanny Hill is a paperback publication, supposed based on the original classic by John Cleland. Samples of these writings have been selected from the original book, and used in conjunction with a series of photographs which place considerable emphasis on sexual activities, to give an impression that the paperback is an accurate precis of the original classic. In fact, there appears to be little relationship between the text and the photographs, even though the photographer has dressed his models in period costume. In view of the nature of the publication, there is a distinct lack of honesty of purpose. Accordingly, though the original classic is not indecent, we classify this edition of Fanny Hill as indecent.

Decision of the Film Censorship Board of Review

PURSUANT to section 82 of the Cinematograph Films Act 1976, Twentieth Century Fox Corporation Ltd. applied for a review of the feature film Tribute which had been approved for exhibition only to persons 16 years of age and over by the Chief Censor of Films.
The film, an emotional drama, is concerned with the difficulties and tensions in the relationship between the central character, Scottie Templeton, and his 21-year-old son, Jud, two personalities who superficially, are in constant disharmony, but who by the resolution of the film, achieve some common ground.
The Board found the film thoroughly entertaining and amusing, considering that it contained considerable artistic merit and quality of direction.
It considered that although it was an essentially adult film, it was unnecessary to restrict a younger audience from viewing it, many of whom would find it entertaining and educational.
The film was therefore approved for general exhibition, recommended as more suitable for adults.

PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft amendment is being circulated.

DZ 8709 Draft amendment A to BS 5852: Fire tests for furniture—Part 1:1979 Methods of test for the ignitability by smokers’ materials of upholstered composites for seating.
This draft amendment will place on record the declaration of BS 5852: Part 1:1979 as a New Zealand Standard. It will also amend the specification for a smouldering cigarette source and for flame ignition source, to meet New Zealand requirements.
