Notwithstanding that there are no direct exposures of female genitalia, the Tribunal, after the careful consideration of the provisions of section 11, and the judgments of their Honours in Waverley Publishing Co. v. Customs [1980] 1, N.Z.L.R. 631, is of the opinion that this publication is injurious to the public good because of its significant pictorial representation of violence in sex, and photographs carrying overtones of female sexual deviation, to be indecent.
Edition No. 5:
This publication is primarily devoted to photographs of single models, as opposed to the group photographs in the other edition. There is heavy emphasis on photography of the genital area, and almost all the photographs show the model in a “contrived” position. However, as stated before, the genital area in almost every case is covered by clothing, or by having the area obscured by “touching” the photographic negative. There is no significant text, and there is no material of a non sexual nature.
Notwithstanding the absence of exposed genitalia, the Tribunal feels after very careful consideration, the Kinky Kats Edition No. 5 is injurious to the public good because of the patently offensive and contrived positions of the models. The repetitious portrayal of the female pelvic area in such positions, combined with the absence of any other redeeming factor in the publication, leaves the Tribunal in no doubt that the publisher intended to highlight sex in a lewd manner, and one which we find unacceptable.
For all the above reasons we declare Kinky Kats editions Nos. 2 and 5 to be indecent.

National Roads Board—Declaring State Highway to be a Limited Access Road
It is notified that the National Roads Board, by resolution dated 18 March 1981 and pursuant to section 4 of the Public Works Amendment Act 1963, hereby declares that part of State Highway No. 3A, Waitara to Inglewood section, from the southern boundary of Lot 2, D.P. 13230 (certificate of title F1/1201), and extending 450 metres northward across the frontage of the said Lot 2 and of Lot 1, D.P. 13230 (certificate of title F1/1200), as more particularly shown on sheet 1 of plan LA42/50/4 and accompanying Schedule, held in the office of the Resident Engineer, Ministry of Works and Development, New Plymouth, and there available for public inspection, to be a limited access road.

National Roads Board—Declaring State Highway to be a Limited Access Road
It is notified that the National Roads Board, by resolution dated 18 March 1981, and pursuant to section 4 of the Public Works Amendment Act 1963, hereby declares that part of State Highway No. 57A, Palmerston North to Forrest Hill Road section, for a width of 13 metres on the southern side across the frontages of Lots 1 and 2, D.P. 50701 (certificate of title 20B/1258 and 20B/1259 respectively), as more particularly shown on sheet 1 of plan LA44/116/6 and accompanying Schedule, held in the office of the Resident Engineer, Ministry of Works and Development, Palmerston North, and there available for public inspection, to be a limited access road.

National Roads Board—Notice Partially Revoking Declaration of State Highway to be a Limited Access Road
REFERRING to State Highway No. 1 (Awanui - Bluff) Wyndham Road to its junction with Homestead Road, Edendale, as more particularly shown on sheets 1 to 2 of plan LA 73/31/39 and accompanying Schedule, held in the office of the Resident Engineer, Ministry of Works and Development, Invercargill, and there available for public inspection, it is notified that the National Roads Board by resolution dated 18 March 1981, and pursuant to subsection 5 of section 4 of the Public Works Amendment Act 1963, hereby revokes its resolution dated 18 December 1980*, made pursuant to the said section 4 insofar as it affects that part of the limited access road declaration for its full width from its junction with Wyndham Road westwards to the middle of the Oteramika Creek as shown on plan LA73/31/39, sheet 1, and cancels all those crossing places marked 1 to 15, inclusive and 21 to 42 inclusive, as shown on the said plan and entered in the Schedule.

REFERRING to State Highway No. 49, Raetihi to Mangawhero River, as more particularly shown on sheets 1 to 3 of plan LA43/101/1 and accompanying Schedule, held in the office of the Resident Engineer, Ministry of Works and Development, Wanganui, and there available for public inspection, it is notified that the National Roads Board by resolution dated 18 March 1981, and pursuant to subsection 5 of section 4 of the Public Works Amendment Act 1963, hereby revokes its resolution dated 3 March 1977*, made pursuant to the said section 4 insofar as it affects that part of the limited access road declaration for half its width on the southern side and extending over the whole frontage of part 2B2A Block (ML2262, certificate of title 635/79) and part 2B2B3B2 Block (ML3757, certificate of title 10B/200).
