Consent to the Generation of Electricity by the Wanganui-Rangitikei Electric Power Board

PURSUANT to section 25 of the Electricity Act 1968, the Minister of Energy consents to the generation of electricity by the Wanganui-Rangitikei Electric Power Board, subject to the following conditions:

CONDITIONS

  1. The conditions directed by the Water Power Regulations 1934, to be implied in every licence to use water for the purpose of generation or storing electricity, shall be deemed to be conditions of this consent as if it were a licence.

  2. This consent is subject to compliance with the Water Power Regulations 1934, the Electrical Supply Regulations 1976, the Electrical Wiring Regulations 1976, the Radio Interference Regulations 1958, and all regulations hereafter made in amendment or in substitution for any of those regulations, as if in the case of the Public Works Act 1928 to use water for the purpose of generating electricity, as well as a consent under the Electricity Act 1968 to generate electricity by the use of water.

  3. The generation of electricity by the use of water, pursuant to this consent shall be carried out by means of the works described in the Schedule hereto.

  4. This consent shall come into force on the 1st day of April 1980 and shall continue in force for a period of 21 years from that date unless it is sooner lawfully determined.

  5. This consent is granted subject to compliance with the Water and Soil Conservation Act 1967.

  6. The station shall be operated to supply the normal electricity demand of the Wanganui-Rangitikei Electric Power Board and to conform reasonably to the pattern of the supply authority’s daily load curve.

  7. For the purpose of assessing in accordance with the Water Power Regulations 1934, the rental or annual sum payable in respect of this consent, the maximum generating capacity of the scheme shall be assessed at 376 kilowatts.

  8. The Wanganui-Rangitikei Electric Power Board consent to generate, dated the 6th day of August 1981 and published in the Gazette on 20 August 1981, at page 2231, is hereby revoked.


SCHEDULE
GENERAL DESCRIPTION OF WORKS

(a) Headworks, consisting of dams, weirs and necessary intakes on the following streams impounding or directing specified amounts of water, namely:

(i) The Makotuku Stream at a point on or adjoining Section 9, Block III, Makotuku Survey District, diverting up to 0.12 cumecs.

(ii) The Makara Stream at a point in Section 3, Block III, Makotuku Survey District, diverting up to 0.15 cumecs.

(iii) The Makaraiti Stream at a point in Section 8, Block III, Makotuku Survey District, diverting up to 0.03 cumecs.

(iv) The Orautoha Stream at a point in Section 12, Block XV, Manganui Survey District, diverting up to 0.12 cumecs.

(v) The Mangaone Stream at a point in Section 8, Block II, Makotuku Survey District, diverting up to 0.12 cumecs.

(vi) An unnamed stream being a tributary of the Mangaone Stream in Section 29, Bock II, Makotuku Survey District, diverting all of the water flow of the unnamed tributary.

(b) Water races connecting the intakes discharging into a forebay.

(c) A low pressure 610 mm pipeline leading from the said forebay to a surge chamber and a high pressure 530 mm pipeline leading from these to a powerhouse hereinafter mentioned giving a static head of 116 metres.

(d) A powerhouse with Pelton Wheels and all necessary equipment for generating electricity.

(e) A tailrace leading from the said powerhouse to the Orautoha Stream.

(f) A diversion weir and tunnel in Section 12, Block XV, Manganui Survey District, between the Orautoha and Makaraiti Streams.

All as shown on the plan marked NZE 1021 and deposited in the office of the Electricity Division of the Ministry of Energy at Wellington.
