Decision of the Films Censorship Board of Review
PURSUANT to section 82 of the Cinematograph Films Act
1976, Columbia Warner Distributors applied for a review of
the feature film Angel of Vengeance. The review was held in
Wellington on 30 October 1981.
The film opens with a sodomy-rape at gunpoint of the
central character who is mute. She returns to her flat only to
confront a burglar, who rapes her in a long drawn-out sequence
which ends with the girl managing to kill her attacker. The
girl subsequently dismembers the body of the intruder, storing
the pieces in her refrigerator, she later disposes of the pieces
of the corpse around New York’s city.
The 2 rapes unhinge the girl mentally, and she pursues a
bizarre course of revenge, using the burglar’s revolver. She
undergoes a character transformation from being a shy, intro-
verted clothing worker by day, to being a sexual predator by
night, setting herself up as a target on the streets in order
to lure and kill as many men as possible. The last scene of
the film shows a mass slaying at the girl’s office party depicted
in slow motion which concludes with the girl being knifed
to death.
The majority of the Board felt that the film was injurious to
the public good. Its dominant theme was one of violence and
it would appeal to few members of the public. The majority
found the film offensive and unrealistic.
The minority of the Board did not consider that the film
would be injurious to the public good. Although violence was
the theme of the film it was felt that overall it had a degree
of thematic coherence and integrity. Most of the violence was
unexplicit. One member was of the opinion that the film
attempted, albeit clumsily, to explore the various manifestations
of women’s oppression, most obviously the physical aspect,
together with the deeply destructive effect such oppression
could have. The minority recommended an R18 classification
accompanied by a warning note.
In terms of section 28 of the Cinematograph Films Act, Angel
of Vengeance was refused approval for exhibition. Mr Men-
zies, Mrs Walker, Dr Priestley dissenting.

The entire Board noted with some concern the number of
films recently referred to it by distributors which explicitly
linked sex and violence. Although some of these films have
been approved, some with cuts, the overall artistic appeal of
such films is minimal. Given the wide number of commercially
viable films which are available for distribution overseas,
many of which are not brought to New Zealand, it is, in the
opinion of the Board, a pity that distributors wish to bring
to this country border-line films of such limited merit and
appeal.

Reservation of Land
PURSUANT to the Land Act 1948, and to a delegation from
the Minister of Lands, the Assistant Director of Land Admin-
istration of the Department of Lands and Survey, hereby
sets apart the land, described in the Schedule hereto, as a
reserve for recreation purposes.

Classification of Reserves

the Minister of Lands, the Assistant Commissioner of Crown
