Classification of Reserves

PURSUANT to the Reserves Act 1977, and to a delegation from the Minister of Lands, the Assistant Commissioner of Crown Lands hereby declares the reserves, described in the Schedule hereto, to be classified as reserves for recreation purposes, subject to the provisions of the said Act.

Electrical Wiring Regulations 1976

PURSUANT to the provisions of Regulation 18 (3) the following specification is declared suitable for the purpose of the regulations:

Private Schools Conditional Integration Act 1975

PURSUANT to section 10 of the Private Schools Conditional Integration Act 1975, notice is given that integration agreements have been signed between the Minister of Education and the Proprietor of the following secondary schools:

Chanel College,
Herbert Street,
Masterton.

Villa Maria College,
Peer Street,
Christchurch.

St Thomas of Canterbury College,
Middlepark Road,
Christchurch.

The said schools will enter into the state education system in accordance with the provisions of the Private Schools Conditional Integration Act 1975, with effect from 11 November 1981. A copy of each of the integration agreements is available for inspection without charge by any member of the public at the Department of Education, Head Office, Government Building, Wellington.

National Roads Board—Declaring State Highway to be a Limited Access Road

It is notified that the National Roads Board, by resolution dated 21 October 1981 and pursuant to section 4 of the Public Works Amendment Act 1963, hereby declares that part of State Highway No. 26, Hamilton to Eureka section, for a width of 13 metres on the northern side across the frontages of Lot 1 and Lots 2 and 3 of D.P. 29803 (C.T. 26D/1081 and 26D 1082 respectively) as more particularly shown on sheet 1 of plan 22/93/2/1 and accompanying Schedule held in the office of the Resident Engineer, Ministry of Works and Development, Hamilton and there available for Public inspection, to be a limited access road.

Notice Declaring Giant Buttercup (Ranunculus acris) a Class B Noxious Plant (No. 2708 12/10/10)

  1. Pursuant to section 19 of the Noxious Plants Act 1978, The Noxious Plants Council hereby declares giant buttercup (Ranunculus acris) a class B noxious plant in that part of New Zealand lying within the boundaries of North Taranaki District Noxious Plants Authority.

  2. This notice shall come into effect on the day after the date of notification in the Gazette.

Decision of Films Censorship Board of Review

PURSUANT to section 82 of the Cinematograph Films Act 1976, Columbia Warner Distributors applied for a review of the feature film Eyes of a Stranger.

Having viewed the film in Wellington on 24 September 1981, a majority of members decided to approve the film for exhibition to persons 16 years of age and over only, subject to six excisions. The classification will be accompanied by the note: “This film may be disturbing to some”.

The film, of the suspense genre, is concerned with a series of rape-murders conducted by a psychopathic killer. As the murders are committed one after another, a young news reporter gradually pieces together enough evidence to identify the murderer, but has difficulty in persuading her lawyer boyfriend to accept the evidence and help her. In the meantime the killer has become aware of her knowledge of his activities and both she and her younger sister, who is blind, deaf and dumb, are targeted as the next victims.

The theme is a credible one. Although the sexual assaults portrayed were violent and perverse, the majority of the Board did not feel that these scenes were injurious to the public good. The last of these—on the handicapped sister of the reporter—is defeated by her continued resistance and success in fighting back. The Board therefore considered that as the theme was obviously a relevant one, for women in particular, and was realistically handled, that it would be appropriate to approve the film for public exhibition.

It was felt that the restricted classification, together with the note: “This film may be disturbing to some”, would give sufficient warning of the nature of the film. The excisions in the main feature included two for offensive language, four for violence, and one for sexual violence. The Board also viewed a teaser trailer and main trailer with the film. The teaser trailer was approved for General Exhibition without excision. The main trailer was approved for General Exhibition subject to one excision for sexual violence.

Consent to Raising of Loans by Certain Local Authorities

PURSUANT to the Local Authorities Loans Act 1956, the undersigned Deputy Secretary to the Treasury, acting under powers delegated to the Secretary to the Treasury by the Minister of Finance, hereby consents to the borrowing by the local authorities, mentioned in the Schedule hereto, of the whole or any part of the respective amounts specified in that Schedule.
