THE NEW ZEALAND GAZETTE
No. 96
on 23 July 1980, made an order authorising variations of the usual hours of trading for the licensed premises known as the Kohukohu Hotel.
To the intent that on days other than those on which licensed premises are required to be closed for the sale of liquor to the general public, the hours for the opening and closing of the said premises shall be as follows:
During the period 1 June to 15 October inclusive.
(a) On any Monday, Tuesday, Wednesday, and Thursday—Opening at 10 o’clock in the morning and closing at 9 o’clock in the evening.
(b) On any Christmas Eve—Opening at 11 o’clock in the morning and closing at 11 o’clock in the evening.
(c) On any New Year’s Eve—Opening at 11 o’clock in the morning and closing at 12 o’clock midnight.
(d) On every other day—Opening at 11 o’clock in the morning and closing at 10 o’clock in the evening.

PURSUANT to clause 20 of the Second Schedule of the Raspberry Marketing Regulations 1976, notice is hereby given that, only two persons having been duly nominated in the Northern Ward for election to the office of producers representative on the Otago Raspberry Marketing Committee, I do declare Donald Patrick Butler (berryfruit grower, Waimate) and Douglas Rowan Kelly (berryfruit grower, Waimate) being the persons so nominated, to be duly elected as producers representatives in respect of the Northern Ward.

National Development Act 1979, Environmental Impact Report, Notified Proposed Methanol Plant, Taranaki
The Commissioner for the Environment, having been notified that an Order-in-Council has been made applying the provisions of the National Development Act 1979, to a proposal by Petralgas Chemicals N.Z. Ltd., to build a methanol plant and ancillary facilities near Waitara in Taranaki, hereby gives notice under section 5 of the aforesaid Act that he has received an Environmental Impact Report on the proposal.
The Environmental Impact Report is available for inspection by the public at public libraries in the following places:

IN the matter of The Broadcasting Act 1976, and in the matter of a complaint by Mr K. G. J. Cullimore against Radio Pacific Limited in connection with various talk-back programmes broadcast by Radio Pacific Limited relating to the programme called Tucker’s Turf Analysis:
The substance of the complaint lodged by Mr Cullimore arises from a series of talk-back programmes broadcast by Radio Pacific in February and March 1980, involving (among others) Mr Tim Bickerstaff and Mr Glyn Tucker in regard to the feature or programme called Tucker’s Turf Analysis. It appears that perhaps over a period of weeks Mr Cullimore was a frequent caller of this programme. Mr Cullimore lodged a formal complaint with the Minister of Internal Affairs concerning a possible breach of the provisions of The Gaming and Lotteries Act 1977, by Radio Pacific Limited (hereinafter referred to as “Radio Pacific”) in running the Tucker’s Turf Analysis programme.
Subsequently as a result of an investigation carried out by the Department of Internal Affairs, that Department came to the conclusion that the programme (in the opinion of the Internal Affairs Department) was not a legal lottery as apparently it was not conducted for an authorised purpose as defined in section 2 of the Act. As a result Radio Pacific . . . subsequently cancelled the programme.
Mr Cullimore in his letter to the Broadcasting Tribunal of the 3rd June 1980, lists six areas where he considers Radio Pacific was in breach either of the Radio Standards and Rules, or of recognised standards of objective journalism, or of the provisions of section 95, Broadcasting Act 1976. This decision deals in turn with each of those six areas.
Two parts of Mr Cullimore’s complaint can be dealt with under the one heading and they are the alleged impolite language and abuse directed towards Mr Cullimore by Mr Bickerstaff and in particular the use of the words “you are a bloody bore” by Mr Bickerstaff during one talk-back programme. Radio Pacific . . . in its letter to the Tribunal of the 27th May 1980, admitted that Mr Bickerstaff did indeed use the words complained of by Mr Cullimore but this Committee accepts that Mr Cullimore’s name was not mentioned during that particular exchange and Mr Cullimore himself confirms this. The Committee, after considering the information before it, feels that the language used was within the context of the particular programme concerned. Mr Bickerstaff has a reputation as a commentator and talk-back programme host for using what could be called strong and direct language. He has a reputation for being brief and to the point and the use of colourful language seems to be a feature of his particular programmes. Clearly a programme of this type would have a limited appeal and a limited audience. Mr Cullimore must have been aware of Mr Bickerstaff’s reputation as he (Mr Bickerstaff) has been on the
