APPENDIX I
CERTIFICATES AND ENDORSEMENTS
For the purpose of certification, origin is defined as “the country in which the seed was grown”, not where packaged, or re-exported from another source.
Certificate No. I—Certificate of Origin:
A certificate signed by an official employed full-time by the government of the exporting country, certifying that the seed was grown in the country of export, or that the product is derived from seed that was grown in the country of export. Applicable only to Schedule B material where specified.
Certificate No. II—Storage Certificate:
A declaration by the owner or consignor that the seed has been stored in a seed store for a period of 18 weeks in the country of export, after harvest or before shipment; or, in lieu of this declaration, importers may elect to have the seed fumigated with methyl bromide either before shipment or on arrival. Applicable only to Schedule A material where specified.
Certificate No. III—International Health Certificate:
B—Basic: An International Health Certificate issued in accordance with the Introduction and Quarantine of Plants Regulations 1973.
E—Endorsement: A basic health certificate endorsed that the crop(s) from which the seed was harvested has (have) been inspected during the growing season and found to be apparently free from…(fill in appropriate endorsement as specified in the list below); or that…(fill in appropriate endorsement as specified below) is not known to occur in…(country or state of origin).
Endorsement Numbers:
- Barley stripe mosaic virus.
- Dwarf bunt (Tilletia controversa/T. pannicii); or in lieu of this endorsement—“a sample of the seed was examined in a recognised plant pathology laboratory, and no spores of Tilletia spp. were found”. (NOTE: The casual fungus is named T. pannicii in Japan and East European countries, and T. controversa elsewhere. Health certificates should be endorsed accordingly).
- Halo blight (Pseudomonas phaseolicola); common blight (Xanthomonas phaseoli and Xanthomonas phaseoli var. fuscans); wilt (Corynebacterium flaccumfaciens); and anthracnose (Colletotrichum lindemuthicanum).
