(c) Application for permits to import any item shall be made to:

Ministry of Agriculture and Fisheries,
Private Bag,
Levin.

stating:

(i) Name and address of the importer;
(ii) Quantity of seed to be imported;
(iii) Common name of the seed;
(iv) Botanical name of the seed;
(v) Cultivar name;
(vi) Country of origin;
(vii) Purpose of importation: (e.g., general sowing, sowing for evaluation, sowing for personal use).

3. General Consent—Where the word “Consent” appears in column 4 in this Schedule beside the name of any seed, the importation of that seed may be made without the need to apply for a prior permit to import, subject to compliance with the general conditions (para. 5 above) and the conditions listed in respect of that seed.

4. Consent has also been given to the importation of 100 g of those commercially packed vegetable, herb and spice seeds indicated by an asterisk (*) in Schedule A and the Common Name Index, without the need to be accompanied by a storage, health or purity analysis certificate but subject to any treatment specified for the seed in Schedule A; provided that 100 g or less of tomato seed is accompanied by a certificate from the supplier stating that the seed has been extracted by the hydrochloric acid method.

5. Unless otherwise specified, seed may be imported from any country.

EXPLANATION OF COLUMNS AND TERMS USED IN SCHEDULE A

The plant species in this Schedule are grouped according to the type of plant, e.g., agricultural seed—cereals, then listed alphabetically by botanical name within each group. A common-botanical name index is provided.

Column 1: Botanical Name—Plants are listed by botanical name in alphabetical order within each plant group.

Column 2: Common Name.

Column 3: End Use—Specifies whether the seed may be used for sowing for any purpose or whether import is limited to evaluation purposes only. (See note 2 (b) above).

Column 4: Permit/Consent—Denotes whether a permit to import is necessary, or whether the Director-General has given consent to the importation. (See notes 2 and 3 above).

Column 5: Quantity—Indicates whether the quantity of seed that may be imported is limited. (See also note 2 (b) above). “Any” means that there is no restriction on quantity imposed by the Ministry of Agriculture and Fisheries.

Column 6: Limited to Cultivar—Specifies whether import is restricted to particular cultivars.

(a) “Acceptable” means that import is restricted to those cultivars listed on the Schedule of Acceptable Cultivars for that species (see note 1 and Appendix II). Unnamed cultivars will not be permitted entry. Other named cultivars may be imported for multiplication and re-export or for evaluation (see notes 2 (b) above), provided a permit is first obtained as specified in note (2b) above.

(b) “No” means that import is not restricted to any particular cultivars.

Column 7–11: Certificates Required—Specify the certificates that are required to accompany the seed or to be presented by the importer to the port agriculture officer on arrival in New Zealand. For an explanation of the certificates and abbreviations used in these columns see Appendix I to this notice.

Column 12: Post Entry Control—Indicates whether some form of control will be exercised over the seed after arrival in New Zealand (e.g., seed to be grown in post-entry quarantine).
