(5) The average demand and time deposit liabilities of a
trading bank in a calendar month shall be the
average of the figures for days within that calendar
month, as shown in that trading bank's weekly returns
of Banking Statistics under the Statistics Act 1975.
(6) The proceeds of any borrowings made by a trading
bank pursuant to the proviso to this notice shall be
deemed to be a part of and be included in the
balances held by that trading bank at the Reserve
Bank on the last day of the preceding calendar
month;

and the proceeds of any such borrowing shall not
be included in the balances held by that trading
bank at the Reserve Bank during any other calendar
month.

The Standards Act 1965—Draft New Zealand Standard
Specification Available for Comment

Pursuant to subsection (3) of section 23 of the Standards
Act 1965, notice is hereby given that the following draft
New Zealand standard specification is being circulated.

Number and Title of Specification

DZ 5818 Hand signals for the control of cranes and similar
lifting devices (other than for cargo handling in wharf
areas).

This draft standard relates to the control of cranes and
similar lifting devices by hand signals given by a dogman to
the operator. It does not include hand signals used for cargo
handling in wharf areas. The signals depicted form a basic
system of control of cranes, in general, and are not intended
to cover certain special types calling for additional signals.
Also included are hand signals for the direction of helicopters
used as lifting devices.

All persons who may be affected by this publication and
who desire to comment thereon, may obtain copies from the
Standards Association of New Zealand, World Trade Center,
15-23 Sturdee Street (or Private Bag), Wellington.

The closing date for the receipt of comment is 5 December
1980.

The Standards Act 1965—Draft New Zealand Amendment
Available for Comment

Pursuant to subsection (3) of section 23 of the Standards
Act 1965, notice is hereby given that the following draft
amendment is being circulated.

Number and Title of Specification

DZ 9201/A1 Draft amendments to NZS 9201: Model
general bylaws—
Chapter 3:1972 Licensing and control of apartment
buildings and boarding houses.
The amendment alters the term "Boarding house"
to "Residential institution" in order to comply with the
Local Government Amendment Act 1979.
It also clarifies that fire extinguishers are not required
in each self-contained motel unit, and aligns require-
ments of Chapter 3 with those of NZS 1900: Chapter
5 with respect to installation of fire alarm systems to
NZS 4561: 1973 Manual fire alarm systems for use
in buildings.
Chapter 7:1973 Water supply.
The amendment permits the use of underwater valves
in W.C. cisterns.
Chapter 20:1975 Noise.
The amendment makes it an offence for a person to
allow noise to be created, in addition to creating the
noise themselves.
