In addition, it is possible specifically to request coverage of certain known events or certain types of coverage. The Corporation’s news editors should give consideration to taking some such steps if they detect imbalance occurring.

We reject entirely Mr Curran’s thesis that in the presentation of its material generally, the Corporation is unbalanced. In support of this he suggested that within a short period of showing a documentary about a poor part of Ireland, local productions of the “God Boy” and “Shining with Shiner” were screened and there was an alleged “laxity” by Television One reporting of the Irish situation and having an Ulsterman from New Zealand report on Northern Ireland—all this occurring about an historically significant time of the year. This argument is untenable. In response to questions Mr Curran did not seriously suggest that plays ought to be balanced but did correctly consider that dramatised documentaries fell into that category.

We are satisfied that there is no censorship or particular emphasis in television programming intended to show a distorted view of the Irish situation. At the same time we are concerned that proper steps be taken by television to monitor its own news and current affairs activities and to ensure that should such criticism be made in the future, it will be possible to determine whether or not the coverage has been fair and balanced because television editors have been taking the necessary steps to see that it is.

Mr Curran’s complaint is upheld in part.

Co-Opted Members

In accordance with section 67 (1) empowers the Tribunal to co-opt two members whose qualifications or experience are likely to be of assistance to the Tribunal in the determination of the complaint.

Mr G. R. Wear and Mr N. L. Macbeth were co-opted and took part in the hearing and the deliberations of the Tribunal. The decision in accordance with the Act is that of the permanent members.

The Standards Act 1965—Draft New Zealand Standard Specification Available for Comment

PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated.

Number and Title of Specification

DZ 5423 Retreading car and commercial vehicle tyres. (Superseding NZS 2219:1968.)

This is a complete revision of NZS 2219:1968. It specifies the minimum requirements for the retreading and repairing of car and commercial vehicle pneumatic tyres used in highway service. It specifies certain constructional features; the examination, limits of damage, preparations and permissible repairs of the tyre carcass before curing; marking and inspection of the tyre after curing. Minimum performance levels are also given. Except where otherwise stated, the requirements apply to both tubed and tubeless tyres.

All persons who may be affected by this publication and who desire to comment thereon, may obtain copies free of charge, from the Standards Association of New Zealand, World Trade Center, 15-23 Sturdee Street (or Private Bag), Wellington.

The closing date for the receipt of comment is 26 January 1980.
