(2) The commission invites submissions from interested parties on the above reference and in relation to the Wine Institute of New Zealand’s Industry Study and Development Plan 1978.
(3) Any party who intends to make submissions should provide in typewritten form, 14 copies of public submissions and 12 copies of confidential submissions to reach the commission’s office not later than 12 October 1979.
(4) Please register immediately with the commission so that arrangements can be made to provide a copy of the study and so that the commission can communicate with interested parties regarding the procedures it intends following and any particular aspects of the study it would like submissions to cover.
(5) For the purpose of taking evidence the commission will hold a public hearing in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, on Tuesday, 6 November 1979, commencing at 10.30 a.m. Should the hearing extend beyond the first day the commencement time on subsequent days will be 10 a.m.

Industries Development Commission Notice No. 1979/11—Inquiry Concerning the New Zealand Plastics Industry
(1) In a letter of 30 August 1979, the Minister of Trade and Industry requested the commission to undertake an inquiry into the plastics industry. The Minister’s letter read:
“I therefore request the commission:
“1. To inquire into the present situation of the New Zealand plastics industry, and its potential to contribute to New Zealand’s economic growth.
“2. To recommend a strategy for future development of the industry and action by the industry itself, other associated sectors and the Government.
“3. To report by 30 June 1980.
“For the purposes of this reference, the I.D.C. should exclude:
“(a) Industries which are solely or principally engaged in the production of plastic goods classified elsewhere in the Tariff;
“(b) Industries where the use of plastic materials is incidental to the production of goods outside of Chapter 39; and
“(c) Industries which produce plastic components or convert plastic intermediary goods for incorporation by them into products classified elsewhere in the Tariff.
“However, the commission in undertaking this inquiry should be mindful of the considerable production of fully manufactured plastic goods classified other than in Chapter 39 of the Customs Tariff and, to the extent it considers appropriate, may offer recommendations as to the policies that could reasonably be applied in relation to such production consistent with a strategy for the future development of the industry.
“Also, the commission may take evidence on and otherwise have regard to any other material or product it considers relevant to the inquiry or exclude from its considerations any material or product it might consider not relevant to such an inquiry.”
(2) The commission invites parties who have an interest in any of the areas covered by the above reference to register that interest in writing with the commission not later than Thursday, 27 September 1979. Parties who intend to be represented by their trade association need not individually register.
(3) Registration should include the following:
(a) Name and address of party registering interest;
(b) Status of interest under one or more of the following classes:
New Zealand manufacturer of goods under reference;
New Zealand manufacturer using goods under reference;
Overseas manufacturer;
Importer;
Distributor;
Raw material supplier;
Trade organisation;
Other (specify).
(4) The commission will advise interested parties of its intended procedures and specific matters which should be covered by written submissions. It is the commission’s present intention to distribute a discussion paper to registered parties and to hold a public hearing thereon early in 1980.

Industries Development Commission Notice No. 1979/12—Inquiry Concerning the Industry Engaged in the Packaging of Goods
(1) In a letter of 30 August 1979, the Minister of Trade and Industry requested the commission to undertake inquiries into the packaging industry. The Minister’s letter read:
“Arising from the report of the Tariff Review Committee, the Government announced in the 1979 Budget that packaging would be referred to the commission for investigation and report.
“From the Tariff Review Committee’s report it is clear that there are instances in the Tariff where there are duty elements affording protection to the packaging industry which are not based on any consistent principle. The industry is fragmented as between the full-time packers and the large grocery chains who perform a similar function. You will be aware also that there are distinctions in import licensing control between goods imported in bulk and those in retail packs and that these distinctions exist beyond the major foodstuffs items.
“I request the commission:
“1. To inquire into all instances where there is a differential based on the method of packaging and/or quantity in the New Zealand Customs Tariff and the Import Licensing Schedule.
“2. To consider the potential of the industry to contribute to New Zealand’s economic growth and recommend lines of development and the nature and extent of assistance by means of protective devices or other measures which are considered appropriate in these instances.
“3. Recognising the diverse nature of the packaging industry and in the light of its consideration of these instances and such other evidence as it might invite and receive, to recommend guidelines that might be applied generally in any future consideration of requests for assistance from sections of this industry.
“4. To report by 30 June 1980.
“The commission may take evidence on and otherwise have regard to any other material or product it considers relevant to the inquiry under reference or exclude from its considerations any material or product it might consider not relevant to such an inquiry.”
(2) The commission invites parties who have an interest in any of the areas covered by the above reference to register that interest in writing with the commission not later than Thursday, 27 September 1979.
(3) The commission will advise interested parties of its intended procedures, specific matters which should be covered by written submissions, and will give an indication of the items affected by the reference. It is the commission’s present intention to distribute a discussion paper to registered parties and to hold a public hearing thereon early in 1980.
