those surrounding the Abbotsford landslip:
(ii) The planning requirements and other con-
straints affecting the subdivision of, and the build-
ing upon, land in new developments:
(iii) The engineering and geological survey require-
ments in relation to such developments:
(iv) The availability of insurance or indemnity
cover, whether under the Earthquake and War
Damage Act 1944 or otherwise, for damage to land,
buildings, or other property caused by earthquakes,
severe weather conditions, or other extraordinary
natural occurrences:
(e) If that legislation or the practices or procedures
of any authorities are found to be unsuitable or inade-
quate in any respect, suggestions for correcting and
improving the legislation, practices, or procedures
so that, as far as possible, like disasters may be
prevented or their harmful consequences diminished:
(f) The nature and scope of any additional legislation
which, in your view, should be enacted:
(g) Such other matters that may be thought by you to
be relevant to the general objects of the inquiry:
And, with the like advice and consent, I do hereby appoint
you the said Rodney Gerald Gallen, to be the Chairman of
the said Commission:

And for the better enabling you to carry these presents
into effect you are hereby authorised and empowered to
make and conduct any inquiry under these presents, in
accordance with the Commissions of Inquiry Act 1908, at
such times and places as you consider expedient, with power
to adjourn from time to time and from place to place as
you think fit, and so that these presents shall continue in
force and the inquiry may at any time and place be resumed
although not regularly adjourned from time to time or from
place to place:

And you are hereby strictly charged and directed
that you shall not at any time publish or otherwise disclose, save
to me in pursuance of these presents or by my direction,
the contents or purport of any report so made or to be
made by you, or any evidence or information obtained by
you in the exercise of the powers hereby conferred upon
you, except such evidence or information as is received in
the course of a sitting open to the public:

And it is hereby declared that the powers hereby conferred
shall be exercisable notwithstanding the absence at any time
of any one or two of the members hereby appointed so
long as the Chairman, or a member deputed by the Chair-
man to act in his stead, and one other member, are present
and concur in the exercise of the powers:

And it is hereby declared that you have liberty to report
your proceedings and findings under this Commission from
time to time if you shall judge it expedient so to do:

And, using all due diligence, you are required to report
to me in writing under your hands not later than the 28th
day of February 1980 your findings and opinions on the
matters aforesaid, together with such recommendations as
you think fit to make in respect thereof.

Excellency the Governor-General this 20th day of

Wanganui Catchment Board

PURSUANT to the Soil Conservation and Rivers Control Act
1941, His Excellency the Governor-General acting by and
with the advice and consent of the Executive Council hereby
appoints Mr I. P. Armitage, the Assistant Conservator of
Forests, New Zealand Forest Service, Palmerston North, to
be a non-elective member for a period of 3 years of the
Rangitikei-Wanganui Catchment Board in place of the officer
holding the office of Senior Forest Ranger, New Zealand
Forest Service, Palmerston North.

and Appointing the Auckland Harbour Board to be the
Maritime Planning Authority Thereof

THE RIGHT HON. B. E. TALBOYS PRESIDING IN COUNCIL

PURSUANT to the Town and Country Planning Act 1977, His
Excellency the Governor-General, acting by and with the
advice and consent of the Executive Council, hereby:

(a) Constitutes the Manukau Harbour Maritime Planning
Area, being the waters of the Manukau Harbour
together with certain areas of land, as described in
the Schedule hereto and shown on plan M.D. 15954,
deposited in the office of the Ministry of Transport
at Wellington;

(b) Appoints the Auckland Harbour Board to be the
Maritime Planning Authority for the Manukau
Harbour Maritime Planning Area.

SCHEDULE

ALL that area in the North Auckland Land District, Manukau
Harbour, bounded by a line commencing at a point at South
Head on the line of mean high water of the Manukau
Harbour due north of Trig Station D2 in Block XIII, Titirangi
Survey District, and proceeding westerly along a right line
to a point on the line of mean high water of the Manukau
Harbour due south of Trig Station R Paratutai in Block VI,
Waitakere Survey District; thence easterly, southerly, and
westerly generally along the line of mean high water as may
be determined from time to time of the Manukau Harbour
and its rivers, creeks, and inlets to the point of commence-
ment and including the area within the wharf limits as
defined in accordance with section 190 of the Harbours Act
1950 at the Port of Onehunga but excluding Wiroa and other
adjacent islands in the Manukau Harbour.

Harbour Maritime Planning Area.

SCHEDULE

ALL that area in the North Auckland Land District, Waite-
mata Harbour, bounded by a line commencing at a point
due east of Trig Station North Head on the line of mean
high water of the Waitemata Harbour at North Head in
Block VI, Rangitoto Survey District, and proceeding easterly
along a right line to a beacon west of Browns Island (Latitude
36° 50’9” south, Longitude 174° 53’ cast); thence south-
easterly along a right line to the northernmost extremity of
Musick Point in Block X, Rangitoto Survey District; thence
westerly, northerly, and easterly generally along the line of
mean high water as may be determined from time to time
of the Waitemata Harbour, and its rivers, creeks, and inlets
to the point of commencement and including: Pollen,
Traherne, and Watchman Islands, the area within the wharf
limits as may be defined from time to time in accordance with
