Further, no person, operator, or pilot in command of an aircraft of any description shall make use of any part of the park whether land or water for the purpose of setting down, picking up or recovering from within the park of any person, livestock, carcass, or article of any description except in accordance with the written permission of the board previously obtained.

No person shall use or drive or ride, or cause or permit to be driven or ridden, or permit to be in any part of the park, any vehicle that is drawn or propelled by mechanical power, except where authorised by the Board.

ENTRY INTO SPECIAL AREAS

  1. For the purpose of this bylaw a special area means a special area set apart by the Governor-General under section 12 of the National Parks Act 1952.

No person shall enter a special area except with the written permission of the board or commissioner, as the case may require, given subject to such terms and conditions as may be deemed fit. Every such permit shall include the following particulars and conditions:

  1. The duration of the permit shall be specifically stated therein.
  2. The names of all persons covered by the permit shall be set out.
  3. The area covered by the permit shall be specified therein.
  4. No permit shall include a right to camp or remain overnight, or light camp fires unless the permit so states.
  5. Each permit shall be revocable at the pleasure of the board or commissioner as the case may be.
  6. The permit may be subject to such terms and conditions as may be stipulated by the board or commissioner as the case may be.

VISITORS’ BOOK

  1. (a) No person shall write, print, or otherwise record any profane, indecent, or obscene language, or deface any visitors’ book the property of the board.

SPOTLIGHTING

  1. No person whether or not the holder of a permit for the use of a firearm within the park, shall use or attempt to use a spotlight, or other source of artificial light as an aid to hunting, without the prior written permission of the board.

CARAVANS

  1. A ranger or other authorised person may arrange to remove a caravan, camper trailer or tent from the park or from one place to another within the park if these have been left in the park without the permission of a ranger or other authorised person.

PORTABLE GENERATORS

  1. Portable generators shall not be used in the park.

CHAINSAWS

  1. Chainsaws may be used by campers in the Totaranui Camping ground, under the direction of the ranger or other authorised person, for the purpose of securing firewood from driftwood or other supplies provided by the ranger. Use other than this is not permitted in the park.

GENERAL

  1. All previous bylaws made by the board are hereby revoked.

Nothing in these bylaws shall be deemed to limit or prevent the taking of proceedings under any Act in respect of any offence committed within the park.

The foregoing bylaws were made by resolutions of the board at its meetings held at Nelson on the 4th day of December 1978 and the 8th day of February 1979.

Poultry Entitlement Levy—Determination of Nature and Incidence (Notice No. 2163, Ag. 20210)

PURSUANT to regulation 75B of the Egg Marketing Authority Regulations 1953, as inserted by regulation 15 of the Egg Marketing Authority Regulations 1953, Amendment No. 15, the Egg Marketing Authority, with the approval of the Minister of Agriculture, gives notice of the nature and incidence of the entitlement levy which it has determined, as follows:

Assessment of Levy—

(a) From 1 July 1978 every entitlement holder shall pay to the Authority a variable entitlement levy in respect of each laying bird authorised to be kept pursuant to his or its entitlement licence. Such levy shall be payable for each “statistical period” that licensed distributors are authorised by the Authority, pursuant to regulation 65 (2) of the Egg Marketing Authority Regulations 1953, to deduct levies on eggs (“floor downpayments”) from the proceeds of eggs consigned to them for sale, and shall be paid in the manner and at the times set out below. The rate of variable entitlement levy for each “statistical period” shall be 20 times the rate of “floor downpayment” per dozen eggs for that period divided by 12. For this purpose “statistical period” means any one of 12 periods, each of either 4 or 5 weeks, into which each year is divided by the Authority for statistical and accounting purposes.

(b) The manner of assessing levies payable set out in (a) above shall have continuing effect until any variation thereof shall have been determined and approved in the manner prescribed by regulation 75B (2) provided that the total amount of variable entitlement levy imposed shall not exceed $3.50 in relation to each bird authorised to be kept under an entitlement licence.

Payment of Levy—

(c) Levies assessed and payable as above shall be debited in the books of the Authority to the accounts of the entitlement holders concerned. In the case of entitlement holders who are egg floor suppliers, payment shall be made by deduction from each such entitlement holder’s account sales by the licensed egg distributors to whom the eggs are consigned for sale. Such amounts deducted shall be forwarded by those distributors to the Authority at the same time as payment is made to the entitlement holder for eggs received. Any levy which is not received by the Authority by way of deduction from the account sales is to be paid by the entitlement holder direct to the Authority by the 20th of the month following the month levied. Where the entitlement holders do not supply any eggs to a licensed distributor payment is to be made direct by each such entitlement holder to the Authority by the 20th of the month following the month levied.

(d) An entitlement levy charged to an entitlement holder shall be in lieu of, and replace, any levies payable to the Authority and authorised (pursuant to regulations 65 (2) of the Egg Marketing Authority Regulations 1953) to be deducted from the proceeds of eggs consigned to a licensed distributor for sale.

The Traffic (Rangiora District) Notice No. 1, 1979

PURSUANT to the Transport Act 1962, the Minister of Transport hereby gives the following notice.

NOTICE

  1. This notice may be cited as the Traffic (Rangiora District) Notice No. 1, 1979.

  2. The road specified in the First Schedule hereto is hereby declared to be a limited speed zone pursuant to regulation 21 (2) of the Traffic Regulations 1976*.

  3. The roads specified in the Second Schedule hereto are hereby declared to be closely populated localities pursuant to section 52 of the Transport Act 1962.
