BOUNDARIES OF TOETOE'S RIDING
ALL that area in the Southland Land District, Southland County, bounded by a line commencing at the middle of the mouth of the Mataura River on the southern boundary of Block VII, Toetoes Survey District and proceeding generally northerly up the middle of the Mataura River to its confluence with the middle of the Mimihau Stream; thence generally easterly up the middle of the Mimihau Stream to its confluence with the middle of the North Branch of the Mimihau Stream; thence generally easterly up the middle of the aforesaid North Branch to a point in line with the northern side of a public road forming the southern boundary of Sections 25 and 15, Block II, Slopedown Survey District; thence easterly to and along the south-western boundary of Section 3, Block VI, Slopedown Survey District; thence south-westerly to and along that boundary to the southern-most corner of the aforesaid Section 3 (which point is on the eastern boundary of the Southland County); thence generally southerly and westerly along the eastern and southern boundaries of the Southland County as hereinbefore described to the point of commencement.

Decision of the Films Censorship Board of Review
IN the matter of the Cinematograph Films Act 1976, and in the matter of an application by Twentieth Century Fox Film Corporation (NZ) Ltd., for a review of the feature film “The Magic Garden of Stanley Sweetheart”.

DECISION
This was an application by Twentieth Century Fox Film Corporation (NZ) Ltd., for a review of the film “The Magic Garden of Stanley Sweetheart”, which the Chief Censor of Films had refused to approve for exhibition. “The Magic Garden of Stanley Sweetheart” is a rigorously plotless film about the emotional life of a white, middle class dropout. The hero is an earnest, non-smoking film student with a passion for making movies, but who has yet to work out a stance towards vice; particularly vice as represented by the world of drugs and drug-taking. An obviously low-budget American production, that was completed in 1969.
In terms of section 26 (2) (b) of the Act, it was felt that the film had little artistic merit, and was of no value or importance for social or cultural reasons.
So far as section 26 (2) (c) is concerned, the Board was of the opinion that the film presented sufficient evidence of anti-social behaviour to consider the film likely to be injurious to the public good. Such plot as exists is certainly open-ended. It is hard, however, to escape the conclusion that the drug-scene in which the youthful hero, Stanley, becomes increasingly involved, is glamorised by the makers of the film. And nowhere could the board find any suggestion that the drug-habit is an increasingly expensive one which somehow has to be paid for by those indulging in it. In discussion of the dominant effect of the film as a whole, and its likely effect on the audience viewing it, members gave particular attention to one point. This was the disturbing and increasing problem of drug-addiction and drug-dependency being experienced among young people throughout New Zealand at the present time. The Board was unanimous in the opinion that to allow exhibition of “The Magic Garden of Stanley Sweetheart” at the present time would be injurious to the public good. Accordingly the Board refused in terms of section 84 (5) (a) to approve the film “The Magic Garden of Stanley Sweetheart” for exhibition.
