section 11 of the Electricity Act 1968, the Minister of Works

to that effect having been entered into, the land described

all minerals within the meaning of the Land Act 1924, under
the surface of the said part Section 145 and reserving always
a right of ingress egress and regress to all persons lawfully
engaged in working such minerals and subject to irrigation
agreement No. X14001, for works appliances and conven-
iences necessary directly or indirectly for the generation
of electricity from and after the 9th day of February 1978.
