newspaper or farming journal advertisement as aforesaid all members entitled to vote at the meeting of the foregoing and that by reason thereof the proposed Regional Meeting is cancelled.
(c) If on the expiration of the time for delivering nominations the number of duly nominated and eligible candidate(s) exceeds the number of director(s) to be elected, the Board shall forthwith notify by means of a newspaper or farming journal advertisement as aforesaid all members entitled to vote at the meeting of the names of the candidate(s) and any other appropriate particulars and such notice shall state that the Regional Meeting will be held and may contain such other information which the Board considers desirable.
(d) If a candidate subsequently withdraws his nomination or if at any time the number of candidates is less than the number of directors to be elected, the Board shall make such arrangements with regard to the holding or otherwise of Regional Meetings, the calling for further nominations, and the declaration of those eligible candidate(s) who do not withdraw as being duly elected as the Board considers to be equitable and in the best interests of the Ward concern.
(6) No business shall be transacted at a Regional Meeting unless a quorum of members entitled to vote at that meeting is present at the time when the meeting proceeds to business.
(7) Ten members present in person shall be a quorum for any Regional Meeting.
(8) If within half an hour from the time appointed for the meeting a quorum is not present the meeting shall stand adjourned to the same day of the next week at the same time and place, or such other day and at such other time and place as the Chairman of the meeting may determine, and if at the adjourned meeting a quorum is not present within half an hour from the time appointed for the meeting the members present shall be a quorum.
(9) The Board shall decide who shall be the Chairman of any Regional Meeting, and if such person is not present within fifteen minutes after the time appointed for the holding of the meeting or is unwilling to act, the members present and entitled to vote at such meeting shall choose one of their number to be Chairman of the meeting.
(10) At any Regional Meeting director(s) shall be elected by means of a secret ballot and the Chairman of the meeting shall make appropriate arrangements including the preparation of voting papers, the appointment of two scrutineers, and the subsequent destruction of the voting papers.
(11) The declaration by the Chairman as to the result of the secret ballot shall be conclusive evidence of the fact without proof of the number or proportion of votes cast in favour of any particular candidate. A record shall be kept of all proceedings of Regional Meetings.
(12) In the case of an equality of votes, the Chairman shall have a casting vote or votes, whether or not he also has a deliberative vote.
(13) A member of the association shall not be entitled to vote at any Regional Meeting unless at the time of the meeting such member has his principal residence or carries on a substantial farming operation within that Ward.
Where a member has his principal residence in one Ward and carries on a substantial farming operation in another Ward, he shall be entitled to vote only in the Ward in which he has his principal residence unless by prior notice in writing to the Board he elects to vote in the other Ward TO THE INTENT that a member shall not be entitled at any one time to vote in more than one Ward. In case of any difficulty, doubt, or dispute arising concerning the subject matter of this sub-rule the same shall be determined by the Board whose decision shall be final and binding on all parties.
(14) (a) Every member present in person at a Regional Meeting and entitled to vote thereat shall have one vote:
PROVIDED ALWAYS that where a trustee is deemed to be a member of the association and such trustee has entered into contracts of insurance with the association in respect of property belonging to different estates his voting powers shall be determined separately in respect of each estate.
(b) No member shall be entitled to vote at any Regional Meeting unless all money presently payable by him to the association has been paid.
(c) Any company, body corporate, or other organisation which is a member of the association or entitled to vote at a Regional Meeting may, pursuant to a resolution of its directors or other governing body, give written authority to such person as it thinks fit to act as its representative at any Regional Meeting of the association, and the person so authorised shall
on production of his written authority be entitled to exercise the same powers on behalf of the company, body corporate, or other organisation which he represents as it could exercise if it were an individual member of the association present at the meeting.
(d) A member whose estate is under administration pursuant to the provisions of the Mental Health Act 1969 may vote by the committee or other persons having authority to administer his estate.
(e) A member in respect of whose estate or any part thereof a protection order has been made, under the Aged and Infirm Persons Protection Act 1912 may vote by the Manager of his estate or any part thereof, unless the Supreme Court shall have otherwise ordered.
(f) Subject to the preceding provisions of this sub-rule, no person shall be entitled to vote by proxy, representative, or attorney, or by means of a postal vote.
(15) The sole business that may be transacted at any Regional Meeting is the election of a director or directors to represent that Ward, or the removal of any such director.

Arthur Logan Kearton, an officer of the Department of Agriculture and Fisheries, as deputy to Royce Edwin Walter Elliott;
David Cargill Isaacs, an officer of the Department of Scientific and Industrial Research, as deputy to Dr Ronald Bruce Miller;
Alexander Gordon Stirrat, an officer of the Ministry of Works and Development, as deputy to Jack James Chesterman;
Arthur Lewis Thorstensen, an officer of the Department of Transport, as deputy to Robert Richard Lewis Harcourt;
Owen John Conway, an officer of the Ministry of Transport, as deputy to Grant Stewart Ellis Milne;
Keith McPherson Dunning, of Wellington, civil engineer, as deputy to Jack Longbourn Vickerman; and
Alexander Campbell Begg, of Christchurch, retired, as deputy to Garry Michael Glazebrook;
Cornelius Adriaan Slabber, of Kawerau, civil engineer, as deputy to Jack Longbourn Vickerman; and
Robin Nicholas Cooper of Hamilton, scientist, as deputy to Maxwell Stuart Carrie to be deputy members of the Water Resources Council.
