NOTE—The importer of the shafts need not be the manufacturer of the heads, in making golf clubs, he must, however, use heads which have been made in New Zealand, in accordance with the conditions set out in the decision:

(1) Shafts of steel, whether in the black, polished, plated, coated with casein, or otherwise surfaced, but without any attachments of any kind;
(2) Shafts of aluminium, whether polished, plated, coated with casein, or otherwise surfaced, but without attachments of any kind;
