to be that student elected to represent the students
of the Petone Technical Institute for 1977 on the
Council of the Central Institute of Technology as
constituted by the Central Institute of Technology
Notice 1976;
Provided also that the election of the student mem-
ber for each subsequent academic year shall take place
as soon as practicable after the commencement of
each academic year;
(ii) For the purpose of subparagraph (i) of para-
graph (i) of this clause, a “student of the Institute”
shall be defined as any student enrolled in a course
of study at the Petone Technical Institute at the
time of the calling of nominations for the election
of the student representative, and the term “academic
year” shall be defined as being the period from the
1st day of February in any one calendar year to
the 31st day of January in the subsequent calendar
year.
(j) One member elected by governing bodies of the schools
specified in the Schedule to this notice;
(k) One member elected by the Lower Hutt City Corpora-
tion, the Upper Hutt City Corporation, the Petone
Borough Council, the Eastbourne Borough Council,
the Hutt County Council, the Heretaunga–Pinehaven
District Community Council, and the Wainuiomata
District Community Council;
(l) Not more than three members may be co-opted by the
Council itself, if and when it thinks fit.
- (1) Subject to the provisions of this clause and the
provisions of subparagraph (i) of paragraph (i) of clause
3 of this notice, the members of the Council of the Petone
Technical Institute shall hold office for a term of 3 years
but may from time to time be reappointed or re-elected.
(2) Every co-opted member of the Council shall be
appointed for such term, not exceeding 3 years, as the
Council thinks fit.
(3) Except in the case of a casual vacancy or as otherwise
provided in the clause:
(i) Every member, except the member elected
pursuant to subparagraph (i) of paragraph (i) of sub-
clause 3 of this notice, shall hold office until the 31st
day of August in the third year after the year of
his appointment or election and if, on the 31st day
of August, the appointment or election of his suc-
cessor has not been notified to the Council, he shall
continue to hold office until the date on which that
appointment or election is notified.
(ii) The member elected pursuant to subparagraph
(i) of paragraph (i) of clause 3 of this notice shall
hold office until the 31st day of January in the year
after the year of his election and if, on the 31st day
of January, the election of his successor has not
been notified to the Council, he shall continue to
hold office until the date on which that election is
notified.
(4) If any member dies, or resigns his office by writing
under his hand addressed to the Council or the Chairman
or the Secretary thereof, or is absent without leave from the
meetings of the Council for 3 consecutive months, or while
holding office becomes ineligible to remain a member by
reason of disability, insolvency, neglect of duty, or misconduct,
the casual vacancy so created shall be filled as soon as practic-
able thereafter by the appointment or election of a member
in the manner in which the vacating member was appointed
or elected, and the member appointed or elected to fill the
vacancy shall hold office for the residue of the term of office
of the member whom he replaces.
(5) The powers of the Council shall not be affected by any
vacancy in the membership thereof. - The Council of the Central Institute of Technology shall
cease to control the Petone Technical Institute and the sole
control of that Technical Institute shall be vested in the Board
of Governors constituted by clause 3 of this Notice.

The Traffic (Whakatane District) Notice, No. 1, 1977
PURSUANT to the Transport Act 1962, the Minister of Trans-
port hereby gives the following notice:
NOTICE
- This notice may be cited as the Traffic (Whakatane
District) Notice No. 1, 1977. - The roads, specified in the First Schedule hereto, are
hereby declared to be closely populated localities for the
purposes of section 52 of the Transport Act 1962. - The road specified in the Second Schedule hereto is
hereby declared to be a 70-kilometres-an-hour speed limit area
for the purposes of regulation 21 (2) of the Traffic Regula-
tions 1976*. - The Traffic (Whakatane County) Notice No. 1, 1976,
dated the 18th day of December 1975†, under section 52 of
the Transport Act 1962 and regulation 27A of the Traffic Regu-
lations 1956, which relates to roads situated within Whakatane
County is hereby revoked.
FIRST SCHEDULE
SITUATED within Whakatane District at Whakatane:
All that area bounded by a line commencing at a point
where the western side of No. 2 State Highway (Pokeno–
Wellington via Gisborne) crosses the southern side of the
Whakatane River; thence westerly and south-easterly generally
along the eastern side of the Whakatane River to a point due
west of the western end of Bridge Street extension; thence
due east to the southern side of the western end of Bridge
Street extension; thence easterly generally along the southern
side of Bridge Street extension to the western side of Arawa
Road; then southerly and easterly generally along the western
and southern sides of Arawa Road to the western side of
No. 2 State Highway (Pokeno–Wellington via Gisborne);
thence northerly generally along the western side of the said
State Highway to a point 40 metres measured southerly
generally along the western side of the said State highway from
its western side to its eastern side; thence northerly generally
along the eastern side of the said State highway to the southern
side of Mokorua Gorge Road; thence at right angles across the
said State highway from its southern side to its northern side;
thence easterly generally along the northern side of Mokorua
Gorge Road to the western side of Whakatane–Kutarere Road;
thence northerly generally along the western side of Whakatane–
Kutarere Road to Wedgewood Place; thence due east for a
distance of 640 metres; thence due north to the eastern side of
the Whakatane River; thence westerly and south-westerly
generally along the eastern side of the Whakatane River to the
commencing point.
