TRANSPORT ACT 1962
DECISION
In the matter of (a) an application by the N.Z. ROAD TRANSPORT ASSOCIATION INC., for an increase in road cartage rates, (b) an adjustment to the conditions of all schedules:
- An application has been lodged by the N.Z. Road Transport Association Inc. for a general increase on all rural and route cartage rate schedules and on all town cartage rate schedules to offset increased operating costs. After carefully considering this matter, under the Transport Act 1962, and having regard to the Stabilisation of Prices Regulations 1974 I have formed the opinion that an increase in cartage rates is justified.
I have, therefore, decided to grant:
(a) An increase of 6.7 percent in maximum rates in all rural and route cartage rate schedules.
(b) An increase of 6.6 percent in maximum cartage rates or fixed cartage rates, as the case may be, in all town cartage rate schedules except Wellington and Hutt Valley where the increase will be 5.3 percent.
- The Transport Amendment Act (No. 2) 1977 provides for:
(a) The relaxation of restrictions to enable the transport of goods by road in competition with rail from 40 miles to 150 kilometres from 1 October 1977.
(b) The removal of the minimum charge provision of ten percent less than the maximum charge.
These amendments will enable the industry to take advantage of the relaxation of the rail restriction and economics of operation from the backhaul of goods:
I have, therefore, decided to amend all rural, route, and town cartage rate schedules by deleting the existing clauses referring to “Prescribed rates and Contracts” and substituting thereof:
“The rates set out in this schedule are maximum rates for cartage performed under this schedule.”
Any appeal against this decision which has immediate effect must be lodged, in accordance with section 167 of the Transport Act 1962 (accompanied by the prescribed fee of $10) with the Secretary, Transport Charges Appeal Authority, Ministry of Transport, Private Bag, Wellington, on or before 9 November 1977.
Dated at Wellington this 14th day of October 1977.
A. J. EDWARDS, Secretary for Transport.
