Notification of the Proposed Ngatarawa Irrigation Scheme

PURSUANT to section 6 of the Public Works Amendment Act 1975, the Minister of Works and Development having received a report under section 5 of this Act on a proposed scheme for irrigation of land in the Ngatarawa district of the Heretaunga Plains in Hawke’s Bay delineated below hereby gives public notice that:

(i) The land to be included in the proposed irrigation district is as described below:

All that area in the Hawke’s Bay Land District and County of Hawke’s Bay, containing 2393.0 hectares, more or less, bounded by a line commencing at the southernmost corner of Lot 1, D.P. 2980, and proceeding north-westerly along the south-western boundary of that lot to the south-eastern boundary of Lot 10, D.P. 1788; thence south-westerly along the south-eastern boundaries of the said Lot 10, part Lot 9, D.P. 1788, and Lot 1, D.P. 14051, to the southernmost corner of the last-mentioned lot; thence north-westerly and north-easterly along the south-western and north-western boundaries of Lot 1, D.P. 14051, to the southern side of Maraekakaho Road; thence westerly along that roadside to a point in line with the western side of No. 50 State Highway; thence northerly across Maraekakaho Road to and along the western side of No. 50 State Highway to the southernmost corner of Ngatarawa 2A1 Block; thence north-westerly and north-westerly along the south-eastern and south-western boundaries of the said Ngatarawa 2A1 Block and the south western boundary of Section 3, Block XIII, Heretaunga Survey District, to the right bank of the Ngaruroro River; thence north-easterly and easterly along the right bank of that river to the northernmost corner of Section 1, Block XIII, Heretaunga Survey District; thence south-easterly and south-westerly along the north-eastern and south-eastern boundaries of Section 1 aforesaid and the last-mentioned boundary produced to the south-western boundary of part Lot 2, D.P. 9910; thence north-westerly along No. 50 State Highway to and along the south-western boundary of the said part Lot 2 for a distance of approximately 290 metres; thence north-easterly on a bearing of 78° 47′ for a distance of approximately 285 metres to the south-western corner of part Lot 1, D.P. 13075; thence north-easterly along the south-western boundaries of that lot on a bearing of 78° 47′ distance of 98 metres and 54° 38′ distance of 9 metres; thence north-easterly on a bearing of 56° 35′ 30″ along the north-western side of a right of way shown coloured yellow on D.P. 13075 and its production of the eastern boundary of part Lot 2, D.P. 9910; thence southerly along the eastern boundary of the said part Lot 2 and its production to the southern side of No. 50 State Highway; thence north-easterly along that highway and south-easterly along the western side of Ngatarawa Road to the easternmost corner of part Lot 1, D.P. 11327, the north-eastern boundary of part Lot 3, D.P. 11327, and the north-eastern boundary of part Lot 1, D.P. 11373, and the north-eastern boundary of part Lot 3, D.P. 11327; thence south-westerly along the south-eastern boundaries of that part Lot 3 to its southernmost corner; thence south-easterly along the north-eastern boundaries of Lot 1, D.P. 5164, and part Lot 1, D.P. 2142, to its easternmost corner; thence generally north-westerly and south-westerly along the south-western and south-eastern boundaries of the said part Lot 1 and its production across Maraekakaho Road to the north-eastern boundary of part Lot 1, D.P. 5113; thence south-easterly, south-westerly, and again south-easterly along the north-eastern, south-eastern, and north-eastern boundaries of the said part Lot 1, to the northern side of Raukawa Road; thence south-easterly, north-easterly, and south-westerly along the north-eastern, north-western, and south-eastern boundaries of the said part Lot 1, to its southernmost corner; thence south-easterly and north-easterly along the north-eastern and south-eastern boundaries of Lot 1, D.P. 14329, and the south-eastern boundary of Lot 2, D.P. 14329, aforesaid; thence north-easterly along the south-western, south-eastern, and north-western boundaries of Lot 2, D.P. 9918, and the south-western boundary of Lot 1, D.P. 9918, aforesaid to its westernmost corner; thence north-easterly and north-westerly along the north-western, south-western, and north-eastern boundaries of Lot 1 and 2, D.P. 9918, part Lot 5 and Lot 3A, D.P. 2144 to the south-eastern side of Raukawa Road; thence south-westerly and north-easterly along that roadside to the north-western corner of Lot 1, D.P. 7495; thence south-westerly, south-easterly, and north-easterly along the north-western, south-western, and north-eastern boundaries of that lot to the south-eastern side of Raukawa Road; thence north-westerly and south-westerly across Raukawa Road to and along the south-western and south-eastern boundaries of Lot 2, D.P. 2980 aforesaid to its southernmost corner; thence south-westerly along the south-eastern boundary of Lot 1, D.P. 2980 to the point of commencement; excluding therefrom Ngatarawa 2A3B1B1, 2A3B1A, 2A3B3, and 2A3B2 Blocks.

(ii) The annual basic charge which shall be payable in respect of all irrigable land in the proposed irrigation district shall be $21.45 per hectare of irrigable land.

(iii) The annual water availability charge shall be $13.70/1000 m³.

(NOTE: This is equivalent to $38.65/ha for an “average” irrigation season involving 4370 “units” of water spread over the 1550 hectares.)

(iv) The basic charge and water availability charges shall be reduced during the first six seasons of supply to those charges set out in the Schedule hereto.

(v) The charges have been based on the estimated development and maintenance costs of the proposed scheme, and shall be subject to annual adjustment from the end of the seventh season of supply to compensate for any difference in any element of these charges from the amount previously estimated, under sections 13 and 15 of the Act and as stated above.

(vi) The object of the scheme is to provide a water supply for irrigation of land within the proposed district by gravity open race supply from the Ngaruroro River.

(vii) The unit of water chosen is 1000 m³. The average irrigation requirement is approximately 3 times per season (with a range of 0–7). Allowing a 50 percent efficiency factor for water “losses” as normal, the average would require 4370 units of water spread over the 1550 hectares. This would be supplied as an average of 1550 units of water supplied at a rate of 800 m³ per roster hour. It is estimated that the supply of water to the proposed scheme may be subject to restriction in some years during periods of low flow in the river.

(viii) The supply of water will be subject to conditions of the water right yet to be granted by the National Water and Soil Conservation Authority on the recommendation of the Hawke’s Bay Regional Water Board.

(ix) The proposed scheme is to be constructed as a whole and can be brought into full production during the year 1980–81, subject to appropriate financial allocations by Government.

(x) The Minister requires not less than 60 percent of valid votes cast in the poll held under part VI of the Public Works Amendment Act 1975 to be in favour of the proposed irrigation scheme as a prerequisite to its construction.

(xi) The minimum aggregate area of land occupied by any occupier that it is proposed to include in the proposed irrigation scheme shall be four hectares.
