IN the matter of the Public Works Act 1928, and in the matter
of the Fire Services Act 1972:

WHEREAS it is provided by section 74 of the Fire Services
Act 1972 that an Urban Fire Authority shall have power
to take in the manner provided by the Public Works Act
1928 any land that may be necessary for the purposes of
any work which the authority is empowered to undertake;

to provide for the efficient training of the members of every
fire brigade under its control; and whereas the Hastings Fire
Board is the Urban Fire Authority for the district under
