of the Tariff and Development Board Act 1961 and its amendments, that the Minister of Customs has received the final
report of the Tariff and Development Board on the following goods:

Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and
in the matter of a reference by the Magistrate’s Court,
Wellington, in respect of the book Naked Lunch by William
S. Burroughs, published by Grove Press, U.S.A.
Mr Hawkes appeared on behalf of the Comptroller of
Customs and made submissions. Mr Alister Taylor appeared
on behalf of the importer and made submissions.
DECISION OF THE TRIBUNAL
IN previous decisions on novels by William Burroughs the
Tribunal held Dead Fingers Talk to be not indecent (1964),
and The Soft Machine to be indecent in the hands of persons
under the age of 18 years (1971). Naked Lunch was
previously considered by the Tribunal in 1967 and found
to be indecent (decision No. 53, New Zealand Gazette, 23
November 1967). The paperback edition currently before
the Tribunal contains material from the successful defence
of the book before the Massachusetts Supreme Court in 1966,
including testimony by writers such as Norman Mailer and
Allan Ginsberg.
Burroughs is one of the major American experimental
novelists; while his common themes of drug addiction and
homosexuality may be unappealing to many, his seriousness
of purpose cannot be questioned. Neither situations nor
language are for the squeamish, but Burroughs’ involved
and rather impenetrable style make it unlikely many readers
would persevere with it for long unless they were serious
students of literature. We can see no good reason for continuing to deny the book to adult readers, and the Tribunal accordingly classifies Naked Lunch as indecent in the hands
of persons under the age of 18 years.

specifications listed in the Schedule hereto have been reviewed
by committees of the Standards Council and have been
recommended for revocation, pursuant to the provisions of
the Standards Act 1965.
Any person who may be affected by the proposal to
revoke these standard specifications, and who wishes to object
to their revocation is invited to submit comments to the
Standards Association of New Zealand, Private Bag, Welling-ton, not later than 25 October 1974.
