My Government is firmly resolved to combat crime with every means at its disposal. It will not tolerate violence. While it recognises that the present crime clearance rate is an excellent one—by world standards—it sees no room for complacency. It will continue to develop the effectiveness of the New Zealand Police Service.

Honourable Members, I commend all these matters to your careful consideration and I pray that divine guidance will attend your decisions.
