Appointing a Member of the Engineering Associates Registration Board
PURSUANT to the Engineering Associates Registration Act 1961, the Minister of Works and Development hereby appoints
James Douglas Ellis
of Lower Hutt, electrical engineer, to be a member of the Engineering Associates Registration Board from and after the 17th day of May 1974.

Committee of Inquiry Under Section 13 of the Trade and Industry Act 1956, to Inquire Into the Distribution of Motor Spirits and Ancillary Products
- Pursuant to section 13 of the Trade and Industry Act 1956, the Minister of Trade and Industry hereby appoints
Russell Talbot Feist of Wellington (Chairman),
Gordon Harold Andersen of Auckland, and
John Joseph O'Dea of Dunedin
to be a committee to inquire into, investigate, and report on the wholesale and retail distribution of motor spirits and ancillary products with the object of maximising the economic development of the distribution industry and the service to the consumer and to make such recommendations thereon as it thinks fit.

The committee shall be called the Committee of Inquiry into the Distribution of Motor Spirits and Ancillary Products.

The committee shall have particular regard to the following matters:
(1) The extent of competition in the wholesaling and retailing of motor spirits and ancillary products, and whether in the public interests steps should be taken to modify the present practices in the industry, and any legislation relating thereto.
(2) The efficiency of the present wholesale and retail distribution of motor spirits and ancillary products, and any specific changes that the committee considers necessary to improve the efficiency of the industry.
(3) The changes in patterns and terms of trade which have taken place in the wholesaling and retailing of motor spirits and ancillary products, with particular reference to consumer demand, density of retail outlets, hours of trading, credit facilities, and the development of highway service stations.
(4) The changes which have taken place in the service rendered to the consumer and whether any specific changes are now seen to be desirable.
(5) The reasonableness or otherwise of the gross profits, costs, and net profits achieved or incurred by wholesalers and retailers of motor spirits and ancillary products.
(6) The steps, if any, which in the light of the findings on the preceding terms of reference should be taken in the public interest to achieve the most economic and equitable means of distribution of motor spirits and ancillary products.
- The committee is authorised toβ
(1) Hold public meetings at which evidence can be presented.
(2) Hold closed sessions at which evidence of a confidential nature can be heard.
- (1) Meetings of the committee shall be held at such times and places as the committee or the Chairman from time to time appoints.
(2) At any meeting of the committee, a member appointed by the Chairman may preside in the absence of the Chairman.
(3) At any meeting two members of the committee shall constitute a quorum.
(4) Subject to the provisions of this clause, the committee may regulate its procedure in such manner as it thinks fit.
- The committee shall submit its report and recommendations to the Minister of Trade and Industry by 28 February 1975.
