United Nations Security Council's Sanctions Committee's Appeal Concerning Southern Rhodesia

THE following communique issued by the Security Council’s Sanctions Committee on 4 September 1973 is published for general information:

"An appeal for information from private individuals and non-governmental organisations as to possible sanctions violations is launched by the United Nations Security Council Committee established in pursuance of resolution 253 (1968) concerning the question of Southern Rhodesia.

As a Committee of the Security Council, its present membership is as follows: Australia, Austria, China, France, Guinea, India, Indonesia, Kenya, Panama, Peru, Sudan, Union of Soviet Socialist Republics, United Kingdom of Great Britain and Northern Ireland, United States of America and Yugoslavia. The Committee was established by the Security Council on 29 May 1968 when the Council unanimously approved mandatory sanctions against the illegal regime in Southern Rhodesia. This was the first time in the history of the United Nations that mandatory economic sanctions were imposed by the Security Council.

In the past the Committee has received information mainly from Government sources, which has enabled it to investigate many cases of suspected violations of sanctions. However, the Committee feels that there are sources of information regarding violations of sanctions which are not at present being tapped. Accordingly the Security Council agreed that Member States, as well as the Committee, should, by taking adequate measures, encourage individuals and non-governmental organisations to report to the concerned bodies reliable information concerning sanctions-breaking operations.

The Committee invites private individuals and organisations to supply it with reliable information on the following:

(a) trade, or the promotion of trade, with Southern Rhodesia, including carriage of goods;
(b) financial or investment transactions with Southern Rhodesia;
(c) foreign travel by Southern Rhodesians;
(d) transport to or from Southern Rhodesia;
(e) encouragement of emigration or tourism to Southern Rhodesia;
(f) the maintenance of any relations or any representation, official or unofficial, with Southern Rhodesia.

These activities, or any others liable to support or encourage the illegal regime, involve possible violation of sanctions and should be reported to national authorities and/or direct to the Committee. Reliable and detailed information is desirable.

Authorship of information sent to the Committee will, if desired, be treated as confidential. The Committee always meets in closed sessions and its records are available only to members of the Committee. The Committee hopes that communications addressed to it will be signed and fully attributable.

Crown Land Set Apart for Police Purposes (Residence) in the City of Manukau

PURSUANT to section 25 of the Public Works Act 1928, the Minister of Works hereby declares the land described in the Schedule hereto to be set apart for police purposes (residence) from and after the 22nd day of October 1973.

ALL that piece of land containing 30.4 perches situated in the City of Manukau, North Auckland R.D., and being Section 9, Block XI, Otahuhu Survey District, as shown on a plan lodged in the office of the Chief Surveyor at Auckland as S.O. 47621, and thereon edged red.

Notice of Intention to Take Land in Block VIII, Drury Survey District, for Road

NOTICE is hereby given that it is proposed, under the provisions of the Public Works Act 1928, to execute a certain public work, namely, the deviation of State Highway 1, through to the recently realigned State Highway 22, and for the purposes of that public work the land described in the Schedule hereto is required to be taken for road and notice is hereby further given that the plan of the land so required to be taken is deposited in the post office at Drury and is there available for inspection; that all persons affected by the execution of the said public work or to the taking of the said land should, if they have any objections to the execution of the said public work or to the taking of the said land, not being objections to the amount or payment of compensation, set forth the same in writing and send the written objection within 40 days of the first publication of this notice to the Minister of Works at Wellington; and that, if any objection is made in accordance with this notice, a public hearing of the objection will be held, unless the objector otherwise requires, and each objector will be advised of the time and place of the hearing.

SCHEDULE

NORTH AUCKLAND LAND DISTRICT

ALL that piece of land containing 12.5 perches situated in Block VIII, Drury Survey District, North Auckland R.D., and being Allotment 278, Parish of Opaheke, Franklin County. All certificate of title, Volume 704, folio 157, North Auckland Land Registry. The said piece of land comprises a narrow strip of land between the North Island Main Trunk Railway and the Ngakaroa Stream, at Runciman.

As the same is more particularly delineated on the plan marked M.O.W. 27336 deposited in the office of the Minister of Works at Wellington, and thereon coloured red.
