Plants Declared Noxious Weeds Under the Noxious Weeds Act 1950 in the County of Hobson (No. 536 Ag. 20649A)

PURSUANT to a delegation from the Minister of Agriculture and Fisheries under the Ministry of Agriculture and Fisheries Act 1953, for the purposes of the Noxious Weeds Act 1950, the following special order, made by the Hobson County Council on the 21st day of June 1973, is hereby published.


SPECIAL ORDER
“In pursuance and exercise of the powers conferred upon it by section 3 of the Noxious Weeds Act 1950, the Hobson County Council hereby resolves by way of special order that the plants mentioned in the Schedule hereto are declared to be noxious weeds within the County of Hobson.”


SCHEDULE
Foxglove (Digitalis Purpurea),
Milk Thistle or Variegated Thistle (Silybum Marianum),
Saffron Thistle (Carthamus Lanatus),
Scotch Thistle or Plume Thistle (Cirsium Lanceolatum),
Tutsan (Hypericum Androsaemum),
Winged Thistle (Carduus Tenuiflorus and Carduus Pycnocephalus).”

Notice of Approval of Bylaws

PURSUANT to section 165 (9) of the Harbours Act 1950, I, Grant Stewart Ellis Milne of the Ministry of Transport, acting under a delegation authorised by the Minister of Transport pursuant to section 9 of the Ministry of Transport Act 1968, hereby approve Part XIV of the Hawke’s Bay County General Bylaws 1961, Beaches, Bathing, and Control, as adopted by the Council on 12 September 1960.

Amending the Licence Authorising Yovich and Hopkins Fisheries (New Zealand) Ltd. to Occupy a Site for Jetty, Seawall, and Fish-cleaning Shed at Owenga, Chatham Islands

PURSUANT to the Harbours Act 1950, I, Grant Stewart Ellis Milne of the Ministry of Transport, acting under a delegation authorised by the Minister of Transport pursuant to section 9 of the Ministry of Transport Act 1968, hereby give notice that the licence of 8 December 1966* authorising Yovich and Hopkins Fisheries (New Zealand) Ltd. to occupy a part of the foreshore and bed of the sea at Owenga in Chatham Islands as a site for a jetty, seawall, and fish-cleaning shed is amended by deleting the expression “Yovich and Hopkins Fisheries (New Zealand) Ltd.” and substituting the expression “H. Yovich Fisheries Owenga Ltd.”, and deleting the word “jetty”.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of an application by Hodder and Stoughton Ltd. for a decision in respect of the book One Last Mad Embrace by Jack Trevor Story, published by Sphere Books Ltd., London.

There was no appearance of the applicant. Accordingly no submissions were made.

DECISION OF THE TRIBUNAL

THIS is another cheap paperback novel by the author of Hitler Needs You. Like Hitler Needs You, this story is also extremely disjointed and has no literary merit.

The novel is ostensibly a mystery involving murder, blackmail, and large sums of illgotten money, but these are merely subplots; the central theme being the seduction by a precocious young girl of an all too eager middle-aged man. The girl herself claims she is 12 years old, and while there is some debate about it, her true age is never established. The story culminates in the last few pages, with the sexual union of the central character and the girl. The rest of the book forms the prelude to this act and is told in a manner intended to titillate the reader.

Taken over all, this book is thoroughly unwholesome and without any redeeming features.

The Tribunal classifies this book as indecent.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of an application by Hodder and Stoughton Ltd. for a decision in respect of the book Hitler Needs You by Jack Trevor Story, published by Sphere Books Ltd., London.

There was no appearance of the applicant. Accordingly no submissions were made.

DECISION OF THE TRIBUNAL

Hitler Needs You is a paperback novel about a 16-year old boy’s attempts to discover the murderer of a girl whom he secretly admired. During the course of the investigations the young man has his first sexual encounters.

The book is cheaply produced and the story is extremely disjointed, giving the impression of being hastily written. However, while the book lacks any literary merit, its sexual content is minimal and the book cannot be termed indecent within the terms of the Act.

The Tribunal classifies this book as not indecent.
