  1. Downy mildew (Peronospora manshurica).
  2. Anthracnose (Colletotrichum lindemuthianum); bacterial blight (Xanthomonas phaseoli and Xanthomonas vignicola) and bacterial pustule of soybean (Xanthomonas phaseoli var. sojense).
  3. Bacterial wilt (Corynebacterium insidiosum).
  4. Bacterial blight (Pseudomonas pisi).
  5. Bacterial diseases (Pseudomonas andropogoni and Xanthomonas holcicola) and downy mildew (Sclerospora sorghi).
  6. Maize dwarf mosaic virus.
  7. Downy mildew (Sclerospora sorghi); bacterial wilt (Erwinia stewartii); boil smut (Ustilago maydis); and brown spot (Physoderma maydis).
  8. Black patch (Rhizoctonia leguminicola).
  9. Phytophthora phaseoli.
  10. Downy mildew (Sclerospora graminicola).
  11. Sunflower mosaic virus and downy mildew (Plasmopara halstedii).

  14. Smut diseases (Sorosporium; Sphacelotheca; Tilletia; Tolyposporium; and Ustilago) and downy mildew (Sclerospora graminicola) are not known to occur on millets in Australia.
    39A. Long smut (Tolyposporium penicillariae).
  15. Bacterial spot or blight (Xanthomonas vignicola) and virus diseases.
  16. Cercospora loti.
  17. And endorsed that the seed has been grown in an area of Tasmania where red legged earth mite (Holotydeus destructor) is not known to occur.
  18. Bacterial pustule (Xanthomonas phaseoli var. sojense); bacterial blight (Pseudomonas glycinea); wildfire (Pseudomonas tabaci); stem canker (Diaporthe phaseolorum); and soybean mosaic virus.

IV. Certificate No. IV—Purity Analysis:
Either—
(i) An International Analysis Certificate (orange certificate) endorsed that in a special search comprising not less than 60 grams, the seed lot was found to be free from seeds of species prohibited under the New Zealand Introduction and Quarantine of Plants Regulations 1973, and the Noxious Weeds Act 1950 and its amendments. All impurities found must be stated on the certificate together with their rate of occurrence; or
(ii) A certificate of analysis from an Australian state seed testing station, on an officially drawn sample from an identified seed lot, endorsed that the seed is free from species prohibited under the New Zealand Introduction and Quarantine of Plants Regulations 1973, and the Noxious Weeds Act 1950 and its amendments. All impurities found must be stated on the certificate together with their rate of occurrence.

(Note—If a consignment required to be accompanied by a Purity Analysis Certificate arrives without either form of certificate, it will be held and a sample taken for analysis. Depending on the results of the analysis, the seed may be released; treated to the satisfaction of the Ministry; reshipped; or destroyed, as necessary.)

V–VIII. Other treatment certificates—General wording for treatment certificates V–VIII: "A certificate from the officer in charge of a fumigation station operated by a government agency, or from an authorised officer of an appropriate government-controlled quarantine service, certifying that the seed has been....[insert appropriate wording as specified below]:

(a) Certificate No. V—Temperature Treatments:

  • VA. Heat Treatment Certificate—Heat treated at 90–95°C at 40 percent R.H. for 15 hours (with sacks well spaced to allow circulation).
  • VB. Hot Water Treatment Certificate—Hot-water treated at 55°C for 10 minutes, and treated with maneb or organo-mercury.
  • VC. Hot Water Treatment Certificate—Hot-water treated at 37–39°C for 15 minutes, and dressed with an organo-mercury fungicide.

(b) Certificate No. VI—Fumigation:

  • VIA. Fumigated with either—
    • (i) Methyl bromide at 48 gm per cubic metre at 21°C for 24 hours at atmospheric pressure in a closed chamber; or
    • (ii) Methyl bromide at 48 gm per cubic metre for 2 hours at 21°C under a vacuum of 68cm; or
    • (iii) Carbon bisulphide at a strength of 160 gm per cubic metre for not less than 24 hours at a minimum temperature of 18.5°C.
  • VIB. Fumigated with methyl bromide at the rate of 40 gm per cubic metre at 20°C for 20 hours at atmospheric pressure.

(Note: It is recommended that the moisture content of the seed is below 12 percent.)

(c) Certificate No. VII—Acid Extraction:
VII. Acid extracted by Hydrochloric acid (or other method approved by the Director-General of Agriculture and Fisheries).

(d) Certificate No. VIII—Seed Dressings:

  • VIIIA. Treated with captan or thiram (name and dosage to be stated).
  • VIIIB. Treated with carboxin or benomyl (name and dosage to be stated).
  • VIIIC. Treated with maneb or an organo-mercury fungicide dressing (name and dosage to be stated).

IX. Certificate No. IX—Legume Inoculum: A certificate signed by the producer of such inoculum that the medium in which the bacterium is carried was sterilised by steam under pressure (autoclaved) before inoculation.
