Tariff and Development Board Notice No. 353—Cancellation of Public Hearing Concerning Boot and Shoe Lasts (Tariff Items 39.07.399 and 44.25.011)

NOTICE is hereby given that, as the Board has received no representations concerning boot and shoe lasts, the public hearing set down to commence on Wednesday, 30 May 1973, at 10.30 a.m. (New Zealand Gazette, 23 November 1972), has been cancelled.

Tariff and Development Board Notice No. 355—Inquiry Concerning Protection for New Zealand Industry Producing Rivets—Public Hearing

  1. Following receipt by the Minister of Customs of a report from the Emergency Protection Authority concerning temporary protection for the New Zealand industry producing blind rivets, the Minister notified the Board, in a letter dated 11 April 1973, that Government had accepted the recommendations of the Authority that the duty rates for these goods of British preferential, excluding Australian origin, be increased by 20 percent and that provision be made in the Tariff for the “approval” at the existing duty rates of certain special types and sizes which are outside the range of domestic production. However, Government has decided that, in order to preserve the existing margin of preference for these goods of British Preferential origin, the increased duties should also be applied to blind rivets from Most Favoured Nation and General sources.

  2. In accordance with the provisions of the Tariff and Development Board Act the Minister of Customs has requested the Board to undertake an inquiry and report on what form of permanent protection, if any, it considers necessary to protect the New Zealand industry against imports and, because of the possibility that some degree of substitutability exists from other types of rivets previously

classified in Tariff item 83.09.023, the Minister has requested that the imports considered in this inquiry should include all rivets classified in Tariff items 83.09.024, 83.09.025, and 83.09.026.

  1. For the purposes of taking evidence the Board will hold a public hearing in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, on Thursday, 20 September 1973, commencing at 10.30 a.m.

  2. Parties intending to make representations or requests about appropriate rates of customs duty are asked to take into account the statement by the Minister of Overseas Trade of 7 May 1973 about the phasing out of British preferences from the New Zealand Tariff. Copies of this statement can be obtained from the undersigned. In a letter dated 6 April 1973 the Minister of Trade and Industry indicated that, while Government has asked the Board to consider the question of a single tariff rate, for trade policy reasons the Board’s recommendations on this aspect will not necessarily be made public for the time being. Parties intending to make representations or requests about the exemption from import licensing of goods at present not so exempt are asked to take into account the statement in the 1972 Financial Statement (page 19) that “the Government has also decided that where the industry is to be exempted from import licensing there should be provision in appropriate cases for a phase-out period which in general will be for up to three years”.

  3. Any person who intends to tender evidence should lodge, in typewritten form, 14 copies of public evidence and 12 copies of confidential evidence, to be presented under oath at the public hearing, at the Board’s office no later than Thursday, 30 August 1973. In preparing this evidence the “Notes for Information and Guidance of Interested Parties” prepared by the Board may be of assistance. Copies of these notes may be obtained from the Board’s office.
