At the Government Buildings at Wellington this 19th day
of March 1973
Present:
THE HON. H. WATT PRESIDING IN COUNCIL
PURSUANT to section 3 of the Technicians Training Act 1967,
His Excellency the Governor-General, acting by and with
the advice and consent of the Executive Council, hereby
makes the following order.
ORDER
- This order may be cited as the Dental Technician Train-
ing Council Order 1973. - In this order—
“the dental technician industry” means the industry of
workers employed substantially in connection with
the mechanical construction, renewal, alteration, and
repair of artificial dentures, restorative dental
appliances, or corrective dental appliances. - There is hereby established a technician training council
in respect of the dental technician industry. - The Schedule to this order is a copy of the principal
training scheme formulated in respect of dental technician
cadets engaged in the dental technician industry. - (i) Every person other than a worker who commits a
breach of any provision of the training scheme, a copy of
which is annexed as the Schedule to this order, shall be
liable to a penalty not exceeding $200.
(ii) Every worker who commits a breach of any provision
of the said training scheme shall be liable to a penalty not
exceeding $50.

SCHEDULE
PRINCIPAL TRAINING SCHEME FOR DENTAL TECHNICIAN CADETS - Preamble
1.1 The object of the scheme is to enable dental technician
trainees, who will be known as dental technician cadets, to
be trained to a high level of technical competence in the
field of dental technology, so that on registration they can
carry out their true role as being fully qualified in the
field of dental technology. In order to achieve this they
must have sufficient knowledge of the basic sciences involved
so that they can understand the techniques they employ
and thus can adopt a scientific approach to their work.
1.2 The training scheme will supplement the knowledge
gained by the cadet while working for his employer. It
will provide an opportunity for classroom instruction and
will offer adequate practical and theoretical training in all
aspects of the industry.
1.3 The scheme will allow cadets to become acquainted
with the organisation and legislation governing the dental
technician industry and with the management of commercial
dental laboratories. It will allow cadets to become more
productive in the laboratory at an earlier stage of their
training, without the need of so much supervision. - Entry to the Training Scheme
2.1 While the road to technician training under this
Schedule must always remain open to apprentices who can
meet the entry criteria, technician cadets will, for the most
part, be direct entrants to the industry. - Industry to Which the Training Applies
3.1 Technician cadets shall be trained for the dental
technician industry and employed in accordance with the
terms of the Medical and Dental Auxiliaries Act 1966 and
the Dental Technicians Regulations 1968 and amendments
thereto. - Application of Training Scheme and Conditions of Employ-
ment
4.1 The provisions of the training scheme and conditions
of employment shall apply to all employers of dental
technician cadets throughout New Zealand (whether bound
by an award or agreement relating to the industry
or not), and to all dental technician cadets employed by
such employers in any such industry, and to all contracts
of dental technician cadetship (including those in force at
the time of the establishment of the Dental Technician Train-
ing Council). - Interpretations
5.1 The interpretations as provided for in section 2 of
the Technicians Training Act 1967 shall apply. - General
6.1 The applicants for the establishment of the Dental
Technician Training Council are conscious that it is
necessary for employers to be able to give the necessary
practical training envisaged in the training scheme. It is
therefore recommended that when the Council is consider-
ing any application to enter into a contract, matters such
as the size of the employer's operations, the number of dental
technicians employed, and the variety and scope of the
practical training which can be given should be considered.
PRINCIPAL TRAINING SCHEME FOR DENTAL TECHNICIAN CADETS
A.1 Introduction
A.1.1 The dental technician cadet in his training should
be given as broad a practical experience as possible in all
aspects of the dental technician industry covered by his
academic studies.
A.1.2 The academic studies and practical training to be
undertaken by the dental technician cadet will lead to an
examination prescribed and conducted to meet the require-
ments of the Dental Technician Training Council, and such
studies, practical training, and examination shall at all times
meet the requirements of the Dental Technician Training
Council.
A.2 Training Programme
A.2.1 The training programme for dental technician cadets
must include experience in the following:
Use and care of dental laboratory tools and equipment
including the safety factors employed.
Dental anatomy and related dental physiology.
Physics and chemistry as associated sciences related to
dental technology.
Dental materials.
Complete and partial denture construction.
Inlay, crown, and bridge construction, including
elementary dental ceramics.
Elementary orthodontic laboratory technique.
