Tariff and Development Board Notice No. 339—Inquiry Concerning Protection for the New Zealand Industry Producing the Chlorotriazine Chemicals, Simazine, Atrazine, and Propazine (Ex Tariff Item 29.35.009)

  1. Following the receipt by the Minister of Customs of a report from the Emergency Protection Authority, the Minister advised the Board that, while Government has decided not to accept the Authority's recommendation to impose a temporary additional duty equal to five-sixths of the amount by which the f.o.b. value is less than $1.65 per lb on imports of atrazine and simazine from all sources except Australia, it will, pending inquiry and report by the Board, protect the local manufacture of simazine, atrazine, and propazine by the temporary re-imposition of import licensing with a “C” allocation. However, as the goods are included in Schedule A of the NAFTA they will remain exempt licensing when of Australian origin. In accordance with the provisions of the Tariff and Development Board Act, the Minister of Customs has asked the Board to undertake an inquiry and report on the form of permanent protection, if any, it considers necessary to protect New Zealand industry in relation to the importation of the chlorotriazine chemicals simazine, atrazine, and propazine in their “technical material” form, as classified within Tariff item 29.35.009.

  2. The Board has already given notice in Tariff and Development Board Notice No. 328 (New Zealand Gazette, dated Thursday, 1 February 1973) of its intention to conduct a public hearing on Monday, 14 May 1973, to hear evidence on the question of protection affecting certain agricultural chemicals including all the chemicals of Tariff item 29.35.009.

  3. The purpose of this notice is to inform all interested parties that evidence concerning protection affecting simazine, atrazine, and propazine will be taken at the public hearing set down for 14 May 1973.

  4. Parties intending to make representations to the Board on the question of protection affecting simazine, atrazine, and propazine are advised that submissions should be prepared and lodged in terms of notice No. 328.

Dated at Wellington this 13th day of March 1973.

C. H. S. RODDEN,
Secretary, Tariff and Development Board.
