(4) The maximum price that may be charged or received by any grower for wheat other than Hilgendorf, Kopara, Arawa, and Wriyielder shall be determined as follows:

(5) The said maximum prices for wheat to which this order applies are fixed as for delivery f.o.r., by the grower and are on the basis of “sacks extra”.

8. Where the prices fixed by this order do not include the price of the sacks, an additional charge may be made for the sacks not exceeding:
