  3. Conditions—Special excursion return journey tickets for distances of not less than 20 kilometres will be issued between such stations and on such days and for such trains as may from time to time be decided upon by the Department. These tickets will be available for such period as may be specified in each case and, except as otherwise provided, will not be available for break of journey.

  4. Fares for distances up to 1130 kilometres will be charged at the following rates:
