Tariff and Development Board Notice No. 332—Inquiry Concerning Protection for the New Zealand Industry Producing Marine Jet Engines, With or Without Motors Attached

  1. Following receipt by the Minister of Customs of a report from the Emergency Protection Authority, Government has accepted the recommendation of the Authority that, pending inquiry and report by the Tariff and Development Board, the import control exemption on marine jet units, with or without motors attached, be cancelled and that they be placed under import control with a “C” allocation. In order to maintain New Zealand’s obligations to Australia under the provisions of the NAFTA, Government has decided that import licensing will not be re-imposed on these goods when of Australian origin. In accordance with the provisions of the Tariff and Development Board Act, the Minister of Customs requested the Board to undertake an inquiry and report on what form of permanent protection, if any, it considers necessary to protect the New Zealand industry in relation to the importation of marine jet units, for the propulsion of vessels, whether or not mounted on motors, and classified within Tariff item 84.08.200.

  2. For the purpose of taking evidence, the Board will hold a public hearing in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, on Tuesday, 8 May 1973, commencing at 10.30 a.m.

  3. Parties intending to make representations or requests about appropriate rates of customs duty are asked to take into account the statement by the Minister of Overseas Trade of 6 September 1972 about changes in the New Zealand customs tariff. Copies of this statement can be obtained from the undersigned. Parties intending to make representations or requests about the exemption from import licensing of goods at present not so exempt are asked to take into account the statement in the 1972 Financial Statement (page 19) that “the Government has also decided that where the industry is to be exempted from import licensing there should be provision in appropriate cases for a phase-out period which in general will be for up to three years”.
