Tariff and Development Board Notice No. 319—Inquiries Concerning Protection for Various Goods—Public Hearings

The Minister of Customs has referred to the Tariff and Development Board for inquiry and report the question of the nature and extent of the protection, if any, which it considers appropriate for New Zealand industry in respect of the importation of the goods listed in the attached Schedules. This reference arises from the publication, in a Supplement to the New Zealand Gazette, dated 7 October 1971, of a Notice of Proposed Exemptions from Import Licensing and from representations received in response to that notice.

For the purpose of taking evidence the Board will hold public hearings commencing at the times and on the dates shown below in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington.

Parties intending to make representations or requests about appropriate rates of customs duty are asked to take into account the statement by the Minister of Overseas Trade of 6 September 1972 about changes in the New Zealand Customs Tariff. Copies of this statement can be obtained from the undersigned. Parties intending to make representations or requests about the exemption from import licensing of goods at present not so exempt are asked to take into account the statement in the 1972 Financial Statement (p. 19) that “the Government has also decided that where the industry is to be exempted from import licensing there should be provision in appropriate cases for a phase-out period which in general will be for up to three years”.

Any person who intends to tender evidence should lodge, in typewritten form, 14 copies of public evidence and 12 copies of confidential evidence, to be presented under oath at the public hearing at the Board’s office no later than the dates shown above. In preparing this evidence the “Notes for Information and Guidance of Interested Parties” prepared by the Board may be of assistance. Copies of these notes may be obtained from the Board’s office.

It should be noted that in addition to the items included in the list of goods proposed for exemption from import licensing (referred to in paragraph 1 of this notice) certain other paper items of Tariff headings 48.06 and 48.07 are included in the following Schedule. The additional items were referred to the Board in a letter from the Minister of Customs dated 25 September 1972. The attention of interested parties is drawn to the fact that the Board has already held a public hearing on 1 August 1972 affecting certain coated papers of Tariff item 48.07.059. That inquiry arose from a request that certain coated papers be determined under Tariff item 48.07.051. It will not be necessary for parties who presented evidence at the hearing on 1 August 1972 to resubmit evidence at the public hearing notified in paragraph 2 above. Parties may, however, tender supplementary evidence affecting coated papers at the forthcoming hearing.
