  1. SPEEDS: Lifts and tows shall not be operated at speeds
    greater than those specified by the manufacturer.

  2. LOADING: Lifts and tows shall not be operated with load-
    ings greater than those specified by the manufacturer.

  3. STRUCTURES AND FOUNDATIONS:

13.1 All structures and foundations shall be adequate for
the highest loading to be imposed and design loads shall include
all loads which will be encountered during operations.

13.2 Structures and foundations located in snow creep areas
shall be capable of bearing such loading or shall be protected
by adequate snow breakers or snow shears.

13.3 Rope tow pylons shall be firmly supported in the
ground below ground level.

  1. FUEL: Liquid fuel shall be used and stored in accordance
    with the Dangerous Goods Act 1957.

  2. SIGNS: The following signs either written or conveyed
    pictorially shall be displayed at the appropriate places:

CHAIR LIFTS:

  1. "IF NOT FAMILIAR WITH USE OF LIFT ASK
    ATTENDANT FOR INSTRUCTIONS."

  2. "PREPARE TO DISMOUNT."

  3. "KEEP SKI TIPS UP." (ahead of any point where skis
    may come in contact with a platform or the snow
    surface.)

  4. "DISMOUNT HERE."

  5. "REMOVE POLE STRAPS FROM WRISTS."

  6. "IF CHAIR LIFT STOPS ..." (Passenger to be told
    what he must do.)

  7. A sign showing the correct method of using safety bars.

SURFACE LIFTS:

  1. "IF NOT FAMILIAR WITH USE OF LIFT ASK
    ATTENDANT FOR INSTRUCTIONS."

  2. "PREPARE TO DISMOUNT."

  3. "STAY IN TRACK."

  4. "DISMOUNT HERE."

  5. "REMOVE POLE STRAPS FROM WRISTS."

  6. "IF EMERGENCY STOP USED ADVISE ATTEN-
    DANT, LIFT WILL NOT BE STARTED UNTIL
    YOU DO."

  7. "STOP LIFT IF T-BAR (POMA DISC) DOES NOT
    RETRACT."

Tows:

  1. "IF NOT FAMILIAR WITH USE OF TOW ASK
    ATTENDANT FOR INSTRUCTIONS."

  2. "NO LOOSE SCARVES,
    NO LOOSE CLOTHING,
    NO LONG HAIR EXPOSED."

  3. "REMOVE POLE STRAPS FROM WRISTS."

  4. "RELEASE ROPE IF OBSTRUCTION ON TRACK."

  5. "IF EMERGENCY STOP USED ADVISE ATTEN-
    DANT, TOW WILL NOT BE STARTED UNTIL
    YOU DO." (To be used when attendant cannot see
    the full length of the tow line.)

  6. OPERATING AND MAINTENANCE MANUALS:

16.1 A licensee operating a chair lift or surface lift shall
obtain from the manufacturer or designer, 2 copies of an
operational manual for each installation, one of which shall
be deposited with the chief ranger.

16.2 The operational manual shall contain the design
criteria in respect of the chair lift or surface lift and shall
describe the function and operation of the components and
instructions for the correct usage of the installation and specifi-
cations for wire rope used in any load bearing capacity.

16.3 A licensee operating a chair lift or surface lift shall
obtain from the manufacturer or designer, 2 copies of a main-
tenance manual, one of which shall be deposited with the
chief ranger.

16.4 The maintenance manual shall describe recommended
maintenance procedures including:

(a) Types of lubricants required and frequency of applica-
tion.

(b) Definitions and measurements to determine excessive
wear.

(c) Recommended frequency of service to specific com-
ponents including relocation of fixed grips if
applicable.

(d) A specific period of time which shall represent one
complete cycle of maintenance operations for all
component parts assigning a time or times within
that cycle for the inspection of and the maintenance
work on each component either on an hours run
or other periodic basis.

16.5 A licensee operating a chair lift, surface lift, or tow
shall prepare daily and other routine inspection and mainten-
ance schedules, a copy of which shall be deposited with the
Chief Ranger.

16.6 Compliance with the inspection and maintenance pro-
cedures shall be entered in the operational and maintenance
log books.

  1. OPERATIONS:

17.1 A licensee shall prepare ski lift or tow operating
instructions, a copy of which, as well as amendments thereto,
shall be deposited with the Chief Ranger.

17.2 The operating instructions shall be directions to the
licensee's staff for the safe operation of the licensee's facilities
and shall include emergency operations and shall contain a
direction that a lift or tow shall not be restarted after an
emergency stop has been actuated unless the attendant has
been told of the reason for the stoppage and is satisfied that
it is safe to restart the lift or tow.

17.3 No person shall start a lift or tow after a stoppage
unless he has been informed of the reason for the stoppage
and he is satisfied that it is safe to restart.

17.4 A licensee shall ensure that each staff member is fully
conversant with procedures to evacuate passengers from a
chair lift whether for emergency reasons or not.

17.5 The licensee shall ensure that, where a chair lift stops
during adverse weather conditions likely to subject passengers
to exposure (hypothermia), passengers are removed from the
chair lift in the quickest possible time.

17.6 A licensee operating a chair lift shall, at the request
of the Board, ensure that all ski patrol members and Park
Rangers are conversant with chair lift evacuation procedures.

17.7 An attendant in charge of a lift or tow who is fully
conversant with the operation of all braking systems and is
conversant with the methods of starting the lift or tow after a
stoppage including the use of auxiliary drive motors on chair
lifts shall be stationed at the terminal containing the driving
machinery.

17.8 If directed by the Board, a licensee operating a chair
lift shall install a wind gauge on the most exposed point along
a chair lift line and which shall operate a conspicuous warning
device when wind velocity reaches a designated maximum.
When wind conditions, as determined by the warning device,
or by observation by a lift attendant make the continued
operation of the chair lift dangerous, emergency procedures
covering such a situation shall be used for the unloading of
passengers and use of the lift shall be discontinued.

  1. MINIMUM OPERATING PERSONNEL:

18.1 Chair Lifts: The licensee shall provide one qualified
person to be in charge of the chair lift when operating and at
least one attendant on duty at each loading area and one
attendant at each unloading area, provided that:

(a) The person in charge shall be stationed at the loading
area immediately adjacent to the driving machinery
and may serve concurrently as an attendant at that
area unless his duties as an attendant preclude his
maintaining surveillance of the operation of the
lift.

(b) An area used for both unloading and loading may be
manned by a single attendant when both loading
and unloading of chairs is not carried out simul-
taneously and the loading and unloading can be
adequately supervised by one attendant.

18.2 Surface Lifts: The licensee shall provide at least one
qualified person to be in charge of the lift who shall be
stationed at the loading area immediately adjacent to the
driving machinery.

Where the operator in charge cannot see the entire length
of the lift including the unloading area, the licensee shall, at
the direction of the Board, station one or more attendants at
a point or points along the line of the lift or at any unloading
point as designated by the Board.

18.3 Tows: The licensee shall station at least one attendant
at each tow at each loading point provided that if 2 or more
tows are immediately adjacent to one another and the attendant
can see the entire length of each tow and the attendant can
adequately keep the use of the tows under surveillance and he
has effective means to stop each tow under his immediate
control then one attendant may, at the discretion of the
licensee, supervise the operation of more than one tow.

  1. EMERGENCY STOP DEVICES:

19.1 Chair Lifts:

19.1.1 Each chair lift shall be equipped at each loading
and unloading area, in a position immediately adjacent to
the attendant, with a device to stop the chair lift.
