Now, therefore, pursuant to section 332 of the Maori Affairs Act 1953, the Board of Maori Affairs hereby gives notice as follows.

NOTICE

  1. This notice may be cited as Maori Land Development Notice Gisborne 1971, No. 33.

  2. The notice referred to in the First Schedule hereto is hereby revoked.

  3. The land described in the Second Schedule hereto is hereby released from the provisions of Part XXIV of the Maori Affairs Act 1953.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of and application by the Comptroller of Customs for a decision in respect of the book Chopper, England’s King of Angels by Peter L. Cave, published by New English Library, London.

There was no appearance of the applicant nor of the publisher’s representative in New Zealand. Accordingly no submissions were made.

DECISION OF THE TRIBUNAL

A New English Library paperback by Peter L. Cave, is a vigorous account of the struggle for power in a motorcycle gang. The uglier features of violence and sexual activity are present, and the author takes the usual licence of investing his tale with a measure of dramatic tension. Making due allowance for this we find that the picture, deplorable though it is, is not untrue. It illustrates accurately some of the regrettable features of the life of bored and lawless groups of young people in many big cities today. Its value is more sociological than literary, but it would be wrong to try to shield adults from it. We feel, however, that there are elements in the narrative which might encourage emulation.

The Tribunal classifies this book as indecent in the hands of persons under 18 years of age.

There was no appearance of the applicant nor of the publisher’s representative in New Zealand. Accordingly no submissions were made.

DECISION OF THE TRIBUNAL

This is a paperback edition of a book first published in 1963. It presents the author’s views on incest along with case studies by several other authors and extracts from two fictional portrayals of incest.

The perverted nature of much of the behaviour described and the clinical detail of the study both require a restriction that will make the book available only to those who can properly make use of it.

The Tribunal classifies the book as indecent except in the hands of persons engaged in work or research in medical, sociological, and related fields.
