Notice is hereby given that the Emergency Protection Authority has been requested to undertake an inquiry in terms of the Tariff and Development Board Act 1961 and its amendments, and to report in terms of section 10D of that Act, concerning the following goods:

Tariff and Development Board Notice No. 239—Inquiry Into Marine Inboard Engines Classified in Tariff Items 84.06.23 and 84.06.24

  1. Following an appeal against a decision to exempt marine inboard engines from import licensing, arising from Government's acceptance of a report from the Emergency Protection Authority, the Minister of Customs asked the Authority to undertake a further inquiry and report on compression-ignition type marine engines up to 200 b.h.p. and other types up to 300 b.h.p. continuous rating. In his second report the Authority recommended that emergency protection be given to the local industry by imposing a temporary import licence restriction on imports of compression-ignition type marine engines, exceeding 50 b.h.p. but not exceeding 200 b.h.p. continuous marine rating, until the matter had been examined by the Board. With the exception of those goods of Australian origin Government accepted the Authority's recommendation. Consequently, import licensing has been re-imposed as a temporary restriction on compression-ignition type marine engines exceeding 50 b.h.p. but not exceeding 200 b.h.p. continuous marine rating, from all sources except Australia.

  2. In accordance with the provisions of the Tariff and Development Board Act, the Minister of Customs has requested the Board to inquire into and report as to what form of protection, if any, it considers necessary to protect the New Zealand manufacture of marine inboard engines, classified in Tariff items 84.06.23 and 84.06.24.

  3. The Board will, in accordance with its normal procedures, conduct a public hearing in the Boardroom, First Floor, Law Society Building, 26 Waring Taylor Street, Wellington, on Tuesday, 8 February 1972, commencing at 10.30 a.m.

  4. Any person who intends to tender evidence should lodge, in typewritten form, 14 copies of public evidence and 12 copies of confidential evidence, to be presented under oath at the public hearing, at the Board's office no later than Monday, 20 December 1971. In preparing this evidence the “Notes for Guidance of Witnesses” prepared by the Board may be of assistance. Copies of these notes may be obtained from the Board's office.
