Notice of Proposed Exemptions From Import Licensing
NOTICE is hereby given that it is proposed to consider the exemption from import licensing of the goods specified in the Schedule below.
New Zealand manufacturers and producers (or their representatives) of similar goods who consider they may be affected by the exemption of any of these items may make representations seeking a review of the Tariff or other means of protection for the goods concerned.
Formal submissions from manufacturers and producers who wish to make representations are to be lodged with the Comptroller of Customs, Private Bag, Wellington, not later than 10 December 1971.
Four copies of submissions including supporting data are required in all cases. An information sheet headed "Application for Tariff or other means of protection" which sets out the details to be included in submissions may be obtained from any office of the Department of Industries and Commerce or any office of the Customs Department.
No goods shall become exempt from import licensing until notification to this effect is published in the New Zealand Gazette.
In cases where no valid representations are received the goods concerned will be exempted as soon as practicable. Where valid representations are received, the matter will be referred to the Tariff and Development Board for inquiry and report. (The date and procedures for a Tariff Inquiry hearing will be published later.) Where complex issues are not involved the matter may be referred to the Emergency Protection Authority instead of to the Board. In all these cases import licensing will be retained until the Government has received the report from the Board or the Authority and has made a decision on the nature and extent of any protection.
