Minimum loads of goods chargeable at Class E will be as follows:

Any less quantity will be charged at such minimum or in accordance with paragraph 2 hereof.
- Goods classified Class E not complying with the minimum loads specified in paragraph 1 hereof but complying with the following minimum loads will be charged Class E plus 25 percent:

Any less quantity will be charged at such minimum or on actual weight at Class E plus 50 percent, whichever is cheaper.

The charge at Class E single rate with loading and/or unloading charges added shall not be greater than when computed at Class D rate.

Handling and tallying—The department may require all loading, unloading, or tallying to be performed by the owners. Where loading, unloading, or tallying is performed by the department, the following charges will be made:

Exceptions—No charge will be made for loading, unloading, or tallying when goods are charged at Class E plus 25 or 50 percent except where in section 68 it is provided that the loading and unloading be performed by the owners.
