western side of Wilson Road, for a distance of 1992 links, a
right line to and along the south-western boundary of Lot
2, D.P. 14787, a right line across Halcombe Road to and
along the north-eastern boundaries of part Section 111, Town
of Sandon, Lot 1, D.P. 20193, part Section 112, Town of
Sandon, Lot 1, D.P. 1996, and again part Section 112
aforesaid, to the middle of Mangaone West Stream; thence
generally southerly down the middle of that stream to the
middle of Te Rakehou Road, and westerly and southerly
along the middle of that road to a point in line with the
northern boundary of Section 117, Town of Sandon; thence
generally south-easterly to and along that boundary, the
western, northern, and eastern boundaries of Section 122,
Town of Sandon, the northern boundaries of Sections 123,
127, and 128, Town of Sandon, the eastern boundary of
Section 128 aforesaid, the southern boundaries of Lot 23,

Trunk Railway, and along the production of that side to
the middle of the Oroua River; thence down the middle of
that river and the middle of the Manawatu River (following
the course of the Manawatu River through the Whirokino
diversion and Papangaio Block) to the sea coast; thence
northerly along the sea coast to the middle of the mouth
of the Rangitikei River; thence generally north-easterly up
the middle of that river to the point of commencement;
excluding therefrom the Borough of Foxton as described in
Gazette, 1941, p. 86,

BOUNDARIES OF MOUNT STEWART RIDING OF COUNTY OF
MANAWATU
ALL that area in the Wellington Land District being portion
of the County of Manawatu bounded by a line commencing
at the southernmost corner of Lot 2, D.P. 14787, in Block XII,
Rangitoto S.D., and proceeding southerly along the western
side of Halcombe Road, and westerly and south-westerly
along the northern and north-western sides of Cemetery Road,
to the southernmost corner of Section 8, Town of Sandon,
in Block XV, Rangitoto S.D.; thence south-easterly along a
right line across Cemetery Road, to and along the south-
western boundary of Section 7, Town of Sandon, and south-
westerly along the north-western boundary of Section 142,
Town of Sandon, to the north-eastern side of No. 3 State
Highway; thence south-easterly along the original alignment
of the north-eastern side of No. 3 State Highway and its
production to the middle of the Oroua River; thence generally
north-easterly and north-westerly along the boundaries of
the County of Manawatu as hereinbefore described to the
point of commencement.

Decision of the Indecent Publications Tribunal
No. 254
IN the matter of the Indecent Publications Act 1963, and in the
matter of an application by the Secretary for Justice for
decision in respect of the magazine Playboy, Volume 18, No. 1,
January 1971, published by HMH Publishing Co. Inc., Chicago.
DECISION OF THE TRIBUNAL
Mr Armstrong appeared on behalf of the Secretary for
Justice but made no submissions.
Mr R. A. Heron appeared as counsel for the Publishers
and Gordon and Gotch (N.Z.) Ltd. the New Zealand distributors
and made written submissions which the Tribunal found
very helpful. Mr Heron called Mr F. A. Smith, General
Manager of the distributing company to testify as to the style
and content of the magazine and the policy as to distribution.
Issues of Playboy have been considered by the Tribunal on
two occasions. On 23 August 1965 six issues were held not to
be indecent (classification No. 21), and on 21 December 1967
another issue was held not to be indecent except in the hands of
persons under 17 years of age (classification No. 60).
The issue now before us does not appear to be substantially
different in content or presentation from those issues exonerated
on the first occasion, and contains nothing to parallel the
feature which led the Tribunal to apply a restrictive classification
to the issue of December 1967.
We classify the issue now before us as not indecent.
