Import Regulations and Exemptions




Pursuant to regulation 16 of the Import Control Regulations 1964*, the Minister of Customs hereby gives notice as follows:

  1. (a) This notice may be cited as the Import Control Exemption Notice (No. 4) 1971.
    (b) This notice shall come into force on 1 July 1971.

  2. Goods of the classes specified and for the purposes of the Customs Tariff falling within the Tariff items in the First Schedule hereto,
    imported from and being the produce or manufacture of any country, are hereby exempted from the requirement of a licence under the said
    regulations.

  3. The exemptions from the requirement of a licence under the said regulations in respect of the goods of the classes set forth in the Second
    Schedule hereto, included in the exempting notices shown in the Second Schedule, are hereby withdrawn.

Vegetable materials of a kind used primarily for plaiting (for example, cereal straw, cleaned, bleached or dyed, osier, reeds,

russes, rattans, bamboos, raffia and lime bark).

Vegetable products not elsewhere specified or included.

Unmanufactured tobacco; tobacco refuse.

Metallic ores and concentrates, other than of gold.

Inorganic chemicals, organic chemicals, organic and inorganic compounds of precious metals, of rare earth metals, of
radio-active elements and of isotopes, of Tariff Chapters 28 and 29, EXCLUDING the following:

Chlorine; sulphur, colloidal, sublimed, and precipitated; hydrochloric acid, sulphuric acid and oleum, of other than
C.P., B.P., and laboratory grades; ammonia in aqueous solution; sodium hydroxide (caustic soda) in packages
not exceeding 7 lb net weight; zinc oxide; calcium hydroxide and copper oxide; copper sulphate and iron sulphate,
other than ferrous sulphate on declaration for use as or with fertilisers; silver nitrate; trichlorophenols and sodium
2:4:6 trichlorophenate; formaldehyde and paraformaldehyde; oleic acid; 2:4 dichlorophenoxyacetic acid (2-4D)
and 2:4:5 trichlorophenoxyacetic acid (2:4:5-T), and salts and esters thereof; 4 chloro-2 methylphenoxyacetic acid
(MCPA) and esters thereof; rennet; sugars, chemically pure; hydrogen, oxygen and nitrogen; nitric acid; sulphon-
tric acids; carbon dioxide (other than “sparklet” bulbs thereof); anhydrous ammonia; sodium hypochlorite; sodium
bisulphate and aluminium sulphate; refined naphthalene; sodium silicate in liquid form; gaseous hydrocarbons;
nitrous oxide.

Fertilisers of Tariff Chapter 31.

Other kinds of pyrotechnic articles as may be approved by the Minister and under such conditions as he may prescribe.

Photographic plates and film in the flat, sensitised, unexposed, of any material other than paper, paperboard or cloth.

Film in rolls, sensitised, unexposed, perforated or not.

Activated carbon (decolourising, depolarising or absorbent), activated diatomite, activated clay, activated bauxite, and
other activated natural mineral products.

Linoxyn; other high polymers, artificial resins and artificial plastic materials (other than alginic acid and its salts and
esters), in powder, granules, flakes, blocks, lumps and similar bulk forms.

Natural rubber latex, whether or not with added synthetic rubber latex; pre-vulcanised natural rubber latex; natural
rubber, balata, guttapercha and similar natural gums.

Synthetic rubber latex; pre-vulcanised synthetic rubber latex; synthetic rubber; factice derived from oils.

Mixtures known as “masterbatch”.

Hygienic and pharmaceutical articles, of unhardened vulcanised rubber, with or without fittings of hardened rubber (ex-
cluding hot-water bags, hot-water bottles and teats).

Wooden tool handles, viz: shovel and similar handles, double bent or Ames pattern; spade handles, double bent type;
other tool handles of wood (excluding file, knife and lawnmower handles, and broom, mop, hoe, rake and similar handles).

Rubberised textile fabrics (excluding rubberised knitted or crocheted goods, woven pile fabrics of a kind used to upholster
furniture, narrow woven fabrics, fabrics containing sheep’s or lambs’ wool or fine animal hair, quilted fabrics and fabrics
containing man-made discontinuous fibres and weighing not less than 6 oz per sq yd).

Elastic knee-caps and elastic stockings; ankle supports.

Skins and other parts of birds with their feathers or down, feathers, parts of feathers, down, and articles thereof (other
than goods falling within Tariff heading No. 05.07, and worked quills and scapes).

Fabricated asbestos and articles thereof (excluding millboard), reinforced or not, other than goods falling within Tariff
heading No. 68.14; mixtures with a basis of asbestos and mixtures with a basis of asbestos and magnesium carbonate,
and articles of such mixtures (excluding millboard).

Illuminating glassware, signalling glassware and optical elements of glass, not optically worked nor of optical glass (ex-
cluding electric lighting glassware, glasses for harbour and airport beacons and for lighthouses, glasses for ship and
aircraft navigation lights, and unmounted lenses).

Bars and rods, of iron or steel, hot-rolled, forged, extruded, cold-formed or cold-finished (excluding: wire rod of 5 to 7/0
gauge; rounds (including deformed bars but excluding wire rods) ¼ in. to 1½ in. diameter inclusive; flats, viz: 1 in. to
1¾ in. wide by ⅛ in. to ¼ in. thick, and 2 in., 2½ in., 3 in., 3½ in., and 4 in. wide by ¼ in. to ½ in. thick); hollow mining
drill steel.

Uranium depleted in U235; thorium, unwrought or wrought, and articles thereof.

Tungsten carbide tipped circular saw blades not exceeding 12 in. in diameter.

Circular saw blades exceeding 12 in. in diameter.
