  1. Small Lots—Except where otherwise specified, the charge for any quantity less than the wagon minimum prescribed, will be based on such minimum or on the actual quantity subject to a minimum of 100 sup ft at the following scale, whichever is cheaper:

Charges at the foregoing scale will be increased by 50 percent in the case of hardwood timber in sizes classified at Class K plus 50 percent (vide section 68).
