THE NEW ZEALAND GAZETTE

There may be grounds for regarding this journal as arrogant, offensive, “sick”, or even libellous or subversive. We have no jurisdiction to consider any of these elements unless, taken as a whole, the journal deals with sex, horror, crime, cruelty, or violence in a manner injurious to the public good. Where it does deal with these matters the items are gross and offensive rather than harmful, and the paper is not primarily a vehicle for them. It is unlikely that anyone would buy it primarily to see them; and the general purpose of the paper is to put forward a point of view towards the acceptance of which their coarseness makes little contribution. Accordingly we decide that the magazine is not indecent.

L. G. H. SINCLAIR, Chairman.
