Tariff and Development Board Notice No. 149—Public Inquiry into Import Duties and Import Licensing Affecting —(a) Woven Fabrics Containing Man-made Discontinuous Fibres (But Not Containing Sheep’s or Lambs’ Wool or Fine Animal Hair) and Weighing More Than 5½ oz per Square Yard; and (b) Woven Fabrics Containing Both Man-made Discontinuous Fibres and Sheep’s or Lambs’ Wool or Fine Animal Hair, But Containing Less Than 30 Percent by Weight of Sheep’s or Lambs’ Wool or Fine Animal Hair

  1. Following receipt by the Minister of Industries and Commerce of a report from the Emergency Protection Authority, the Government has accepted the recommendation of the Authority that urgent action is necessary in respect of the goods set out in the First Schedule to this notice and has taken the temporary measures described in that Schedule pending inquiry and report by the Tariff and Development Board.

  2. In accordance with the provisions of the Tariff and Development Board Act, the Minister of Industries and Commerce has requested the Board to inquire into and report whether any new or increased duty is necessary in respect of the goods in question, and also to examine the question of import licensing as affecting them.

  3. Prior to the introduction of the temporary measures described in the First Schedule, the Tariff classifications of the goods and the rates of duty thereon were as set out in the Second Schedule to this notice. The temporary classifications and rates of duty which resulted from the adoption of those measures are as set out in the Third Schedule to this notice.

  4. The Board will conduct a public inquiry in the Conference Room, Eighth Floor, Challenge House, 105–109 The Terrace, Wellington, commencing at 10.30 a.m. on Tuesday, 7 April 1970.

  5. Any person who wishes to tender evidence should lodge 12 copies of a typewritten statement of the evidence, to be presented under oath at the public inquiry, with the under-named no later than Friday, 20 March 1970. In preparing this evidence the “Notes for Guidance of Witnesses”, prepared by the Board, may be of assistance. Copies of these notes may be obtained from the Board’s office.

FIRST SCHEDULE

RECOMMENDATIONS MADE BY THE EMERGENCY PROTECTION AUTHORITY AND IMPLEMENTED BY GOVERNMENT ON 11 OCTOBER 1968

“THAT temporary duties, additional to the duties at present in force, be applied in respect of the following goods at the rates specified.

Woven fabrics containing man-made discontinuous fibres (but not containing sheep’s or lambs’ wool or fine animal hair) and weighing more than 5½ oz per square yard—

British Preferential—2½% or 10c per square yard, less 15 percent ad valorem.

Most Favoured Nation—2½% or 10c per square yard.

General Tariff—2½% or 10c per square yard.

Woven fabrics containing both man-made discontinuous fibres and sheep’s or lambs’ wool or fine animal hair, but containing less than 30 percent by weight of sheep’s or lambs’ wool or fine animal hair—

British Preferential—5% or 5c per square yard, less 20 percent ad valorem.

Most Favoured Nation—2½% or 5c per square yard.

General Tariff—2½% or 5c per square yard.”
